REGULAR MEETING MINUTES i JUN 2 3 2020 i June 8, 2020 - 5:15 PM Kodiak Island Borough Assembly Chambers - Call to Order Chair Szabo called the regular meeting to order at 5:15 p.m. on Monday, June 8, 2020. Roll Call P. Valerio conducted a roll call, a quorum was established. Board members present were Chair Nick Szabo, Jason Jardine, Patrick Cummings, and Terri Pruitt. Board members absent Laine Welch, Doug Hogan, and Nathan Svoboda. Others present were Duane Dvorak, David Conrad, Jena Hassinger, Chris Lynch, Scott Arndt, and David Edwards. Approval of Agenda JARDINE MOVED to approve the agenda. CUMMINGS seconded. VOICE VOTE ON MOTION CARRRIED UNANIMOUSLY. Approval of Minutes JARDINE MOVED to approve the minutes of March 2, 2020. CUMMINGS seconded. VOICE VOTE ON MOTION CARRRIED UNANIMOUSLY. Visitor Comments: Matt McNerny —discussed roll carts and rates. Discussion Items: Alex Hayman, representative from FoodCycler company, made a presentation about the FoodCycler product. FoodCycler is finishing up a pilot program where the city they have seen a 50% drop in waste going into the landfill. David Conrad, Engineering & Facilities Director, asked the Board to consider purchasing two units to give away at the Household Hazardous Waste event this year. JARDINE MOVED to spend money to purchase two units. PRUITT seconded. ROLL CALL VOTE ON MOTION FAILED 3 YES to 1 NO. Roll Carts Discussion: Engineering & Facilities Director David Conrad provided an update on the dumpster locations. The City has declined Kodiak Island Borough's use of the base of Pillar mountain location. The Borough will be attempting alternate locations, unused helicopter pad on Mission Road and Dark Lake area behind Safeway. 1 The Borough requested and received a quote from Alaska Waste to replace all the roll carts that are being taken away in the bear areas; 212 roll carts to equal approximately $63,000 dollars. More discussion ensued and Chair Nick Szabo asked opinions from the Board. Visitor Comments: None Board Member Comments: T. Pruitt — I remember when this discussion was happening years ago. It's interesting that this trash issue about dumpsters has rolled around again. P. Cummings — I voted down the FoodCycler because I didn't not feel it appropriate. Changing habits is what would make this device useful and there is a small chance that the right people would win the prize and share their findings with he Borough. J. Jardine — None. N. Szabo — Clean Up Event on June 27`h Meeting Schedule— Monday June 22nd, 2020. Adjournment JARDINE MOVED to adjourn. CUMMINGS seconded. VOICE VOTE ON MOTION CARRRIED UNANIMOUSLY.
