06/09/2020 Regular MeetingFIRE PROTECTION AREA NO.1 BOARD REGULAR MEETING — — — - : PANNED June 9, 2020 6:00pm. 4. ; BAYSIDE FIRE HALL JUN 1 ; 2020 1. CALL TO ORDER/PLEDGE OF ALLEGIANCE Chair Paul VanDyke called the regular meeting to order at 6:00 PM. 2. ROLL CALL Board Members present were Chair Paul VanDyke, Richard Carstens, Mike Dolph. Craig Walton and Aaron Griffin were absent. A quorum was established. Also present were Fire Chief Howard Rue and E/F staff Patricia Valerio. Visitor's present were Scott Arndt, Charles Waggoner, Judy Carstens, Duane Dvorak, and Lauri Whiddon, Kodiak Island Borough Human Resources Specialist. 3. ACCEPTANCE/APPROVAL OF AGENDA CARSTENS MOVED to accept the agenda. DOLPH seconded. VOICE VOTE ON MOTION CARRIED UNANIMOUSLY. 4. APPROVAL OF MINUTES CARSTENS MOVED to approve the minutes of April 15, 2020. WALTON seconded. VOICE VOTE ON MOTION CARRIED UNANIMOUSLY. 5. ACKNOWLEDGEMENT OF FINANCIAL REPORT CARSTENS MOVED to accept the financial report as submitted. DOLPH seconded. 6. VISITOR COMMENTS - none 7. FIRE CHIEFS REPORT Chief Rue reported on the exterior renovations: roof shingled, foundation painted, trim mostly done, electrical trim and boxes need to be done. Chair Van Dyke brought up that there needs to be outlets and proper fixtures on the outside for Christmas lights because that was an issue that was presented to him. Chief said that the project is estimated to be finished in three to four weeks. 8. CHAIR PERSON'S REPORT Paul Van Dyke said there was nothing to report, it would be covered in the meeting. 1 9. NEW BUSINESS HIRING NEW CHIEF Chair Van Dyke briefly went over what was available in the packets and asked Lauri Whiddon, Kodiak Island Borough Human Resources Specialist, if she would like to speak about this topic. Lauri summarized the process up to present date. Created binders for the Board with instructions for the review process. There were 10 applicants total. She needs to check with the Borough attorney before releasing to publish online. All applicants were made aware that this is a fully public process and all of them were okay with Executive Sessions happening. Lauri reiterated that the process will be as transparent to the public as they can possibly make it. She asked the Board to not share these binders with anyone or make any phone calls to references or anything like that. Want to make sure the process is done correctly. After final scores are in the Board will make a motion to select the top three candidates and send selection to the Borough Manager. There will be an Essential Employee letter to make travel easier once the top three candidates have been selected. The Board discussed the Fire Fighter III certification and whether that was an error or if it deterred other candidates from applying. Lauri clarified that the position is open until filled and is still listed on the Kodiak Island Borough website. Chair clarified the goal tonight was to get the applications to the Board members to begin review. Non -bias and conflict of interest were discussed by the Board. CARSTENS MOVED to declare non -conflict with board member Aaron Griffin's and his position as a fire chief on the Coast Guard Base. ROLL CALL VOTE ON MOTION CARRIED UNANIMOUSLY. (Excluded Aaron Griffin from vote) Chair Van Dyke asked the Board if they would be able to review and rate the applicants that they have received by next Tuesday. Board confirmed yes, they will be ready to discuss at next meeting. ra ►Y�]_II11�Yy�al;�� y��I�y Chair Van Dyke discussed the memorandum that he sent to the Manager and that the Manager had not responded yet. Chief Rue was tasked with contacting Western Springs to find out more on that end. Chair Van Dyke and Chief Rue will both try to follow up with their tasks. 10. VISITOR COMMENTS Judy Carstens — Discussed the concern of the locale of the candidates. Lauri was asked how many local applicants there were — 4 Kodiak applicants. Jason Waggoner — Concerns with conflict of interest. And recognized Chief Rue and all that he has done for the department since he has been here. Mike — Asked that the fire fighters get a chance to meet the applicants for an understanding of personalities. Keep the good momentum that Chief Rue has started going. 11. BOARD MEMBERS COMMENTS P. VanDyke — Thank you to Scott Arndt for bringing Chief Rue to Kodiak. All please remember that the meetings and interviews are open to the public, so please come and participate. H. Rue — This has been the best 5 years of my life, thank you. It has been fun to watch this place grow and my heart is with you all. R. Carstens — Its been a good 5 years. I wish for the future that we build on what we have going here. Good job guys. M. Dolph — Representation of the Board is that we will work together. This will be an intense process, but we will come up with a positive result. A. Griffin — Appreciate the Board's support — looking forward to working on this. Public, please do not read into the banter between Chief Rue and I — it is Chiefs being Chief s. Jason, I wasn't involved last time, but the Fire community knew things were rocky and ultimately the process worked, and we received a stellar fire Chief. Process does its job — this one will to. We all want the best candidate for the job and the department. 13. NEXT MEETING SCHEDULE — Tuesday June 16, 2020. 14. ADJOURNMENT GRIFFIN MOVED to adjourn the meeting. CARSTENS seconded. VOICE VOTE ON MOTION CARRIED UNANIMOUSLY.
