03/03/2020 Regular MeetingSCANNED SOLID WASTE ADVISORY BOARD REGULAR MEETING MINUTES JUN 10 2020 DOC (, i ►p :MIt,�— March 3, 2020 - 5:15 PM — Kodiak Fisheries Research Center Call to Order Chair Szabo called the regular meeting to order at 5:16 p.m. on Monday, March 2, 2020. Roll Call P. Valerio conducted a roll call, a quorum was established. Board members present were Chair Nick Szabo, Jason Jardine (arrived at 5:40pm), Doug Hogen, Patrick Cummings, Laine Welch and Nathan Svoboda. Others present were Duane Dvorak, David Conrad, Jena Hassinger, and David Edwards. Approval of Agenda L. WELCH MOVED to approve the agenda. D. HOGEN seconded. VOICE VOTE ON MOTION CARRRIED UNANIMOUSLY. Approval of Minutes D. HOGEN MOVED to approve the minutes of February 3, 2020. L. WELCH seconded. VOICE VOTE ON MOTION CARRRIED UNANIMOUSLY. Visitor Comments: None. Discussion Items: Engineering & Facilities Director David Conrad provided an update on the ongoing discussion of adding dumpster sites around town and proposed location ideas for dumpster clusters. Also, provided a brief update on the roll carts. Laine Welch gave the Board an update on the community outreach she has been doing. New radio ads featuring Trash Busters. She is working closely with Jason Jardine to find out more about what programs are in the schools and helping to promote more awareness. She brought up that Anchorage moved their pilot glass recycling program into a permanent program; some discussion followed by the Board. Laine also discussed the Break Free from Plastic Pollution Act of 2020 that Congress introduced on February 11, 2020. L. WELCH MOVED to write a letter in support of the legislation's Break Free from Plastic Pollution Act of 2020. N. SVOBODA seconded. VOICE VOTE ON MOTION CARRRIED 5 YES to 1 OBSTAIN. 1 Laine Welch also discussed how to get the City more involved with the Board and with supporting Reduce, Reuse, Recycle efforts. David Edwards updated the Board with the Alaska Waste efforts. Commercial and front load dumpsters have all been upgraded. New bear resistant roll carts will arrive late April possibly begin exchanging old with new in early May. He also reassured up that the new trucks are more efficient not just for public relations. Alaska Waste will also have a booth at Crab Fest to help get the word out to the public. Alaska Waste is working with the Borough on doing an audit of registered customers/properties. Visitor Comments: None Board Member Comments: J. Jardine — Can help with outreach and have daughter help with design of flyers. D. Hogan — None. D. Conrad — Work together to do advertising for new roll carts/new contract and NCR Household Hazardous Waste Spring Clean -Up. P. Cummings — Can help with more outreach. Vice President of Chamber of Commerce. Has worked with Middle School on Spill Response. D. Dvorak — Do we have enough money to keep outreach in the budget? Dave Conrad answered we have $10,000 as we have had in the past but will also bring it up with the Assembly with the budget discussions going on. L. Welch — Emphasize what Doug said: it's a privilege to have our garbage picked up, not a right. N. Szabo—Vacant seat on the Board. No prerequisites needed; Board members should recruit the best they can. Board discussed some about getting a High School/College student involved. Also was mentioned that the USCG should be more involved as well. Meeting Schedule —Tuesday March 31, 2020. Adjournment L. WELCH MOVED to adjourn. P. CUMMINGS seconded.
