CALL TO ORDER/PLEDGE OF ALLEGIANCE Chair Paul VanDyke called the regular meeting to order at 6:02 PM. `A'TO16[e0 61- 1 JUN 10 2020 I Board Members present were Chair Paul VanDyke, Richard Carstens, Mike Dolph. Craig Walton and Aaron Griffin were absent. A quorum was established. Also present were Fire Chief Howard Rue and E/F staff Patricia Valerio. Lauri Whiddon, Kodiak Island Borough Human Resources Specialist, was present as a visitor. 3. ACCEPTANCE/APPROVAL OF AGENDA CARSTENS MOVED to accept the agenda. DOLPH seconded. VOICE VOTE ON MOTION CARRIED UNANIMOUSLY. 4. APPROVAL OF MINUTES CARSTENS MOVED to approve the minutes of March 10, 2020. DOLPH seconded. VOICE VOTE ON MOTION CARRIED UNANIMOUSLY. 5. ACKNOWLEDGEMENT OF FINANCIAL REPORT CARSTENS MOVED to accept the financial report as submitted. DOLPH seconded. Chief has been working at the Emergency Operations Center and there is a COVID-19 response plan in place. At the end of the meeting Chief added that the renovations on the roof and exterior project are slowly moving forward; materials are arriving. The contractor is hoping to begin work in May. 8. CHAIR PERSON'S REPORT Paul Van Dyke reported that he has done some digging into old minutes to see what has been left undone. He would like to do `spring cleaning' to make sure things are revisited and completed. 9. NEW BUSINESS VOLUNTEER STIPENDS Chair Van Dyke asked if Chief Rue or Richard Carstens would like to speak to this item. There was a long discussion regarding the documents provided by Dora Cross (Kodiak Island Borough Finance Director), the differences for volunteer vs. part-time temporary, and which direction they would like to see the Fire Department go with this. Chair will find out more information from the Borough's legal counsel about part-time temporary employment. HIRING NEW CHIEF Chair Van Dyke asked Lauri Whiddon, Kodiak Island Borough Human Resources Specialist, if she would like to provide a status update. Lauri summarized what the job description status; with COVID-19 going on everything seems to be at a stand -still. The company that they sent off the job description to do a market analysis requested another week extension. Lauri said she will work closely with the Chair to get something to the Board for review and then advertised. 10. VISITOR COMMENTS 11. BOARD MEMBERS COMMENTS M. Dolph — Looking back at what we have spoken about tonight; we have a good approach with the stipend issue and we just need to keep on keeping on with the hiring process. R. Carstens — Had my doubts about this virtual meeting thing — but it has gone way better than expected. Thank you. H. Rue — Meeting went well — need to keep up the good stride. P. VanDyke — Thank you all for being here. Apologize for short notice of the meeting. 13. NEXT MEETING SCHEDULE — Chair will schedule the next meeting around arrival of job description and receipt of legal information for the stipend issues. 14.
