A regular meeting of the Kodiak Island Borough Assembly was held on May 7, 2020 via
teleconference. The meeting was called to order at 6:30 p.m.
The invocation was given by Major David Davis of the Salvation Army. Mayor Roberts led the
Pledge of Allegiance.
Present via teleconference were Mayor Bill Roberts, Assembly members Scott Arndt, Duane
Dvorak, Julie Kavanaugh, Andy Schroeder, Rebecca Skinner, Dennis Symmons, and James
Turner. Also present were Borough Manager Michael Powers, Borough Clerk Tara Welinsky and
Deputy Clerk Alise Rice.

Turner.

• *Municipal Clerks Week Proclamation was approved under consent agenda.
• Mayor Roberts Proclaimed May 2020 As Mental Health Awareness Month And Urge All
Citizens, Government Agencies, Public And Private Institutions, Businesses And Schools
In Kodiak To Increase Awareness And Understanding Of Mental Health, Recommit To
The Steps Our Citizens Can Take To Protect Their Mental Health, And The Need For
Appropriate And Accessible Services For All People With Mental Illnesses At All Stages.
• Manager Powers announced the Longevity Award recipients. Ten Year Longevity Award
to Martha Barnett, Ten Year Longevity Award to Eddie Arellano, Kodiak Fisheries
Research Center Maintenance Engineer, and a Fifteen Year Longevity Award to Sheila
Smith, Community Development Secretary III.
• Third Quarter Budget Presentation — Received a presentation for the Third Quarter Budget
from Dora Cross, Finance Director.

PUBLIC HEARING
1. Ordinance No. FY2020-19 Amending Kodiak Island Borough Code Section 2.30.020,
General Rules.
DVORAK moved to adopt Ordinance No. FY2020-19 Amending Kodiak Island Borough Code
Section 2.30.020, General Rules.
Mayor Roberts opened the public hearing.
Hearing and seeing none Mayor Roberts closed the public hearing and reconvened the
meeting.
DVORAK moved to amend section E line 84 to change to the word Mayor to Manager.
Mayor Roberts recessed the meeting at 7:22 p.m.
Mayor Roberts reconvened at 7:27 p.m.

KAVANAUGH moved to amend the main motion by inserting on line 83 'which makes
attendance by the assembly and mayor inappropriate, issued by the President the Governor of
Alaska or the Mayor which includes areas within the borough of Alaska and insert on line 84
the word Borough in front of the word Mayor.
KAVANAUGH moved to amend the main motion to extend the existing emergency ordinance
for an additional 30 days.
KAVANAUGH moved to table until next Thursday's work session and call for a special meeting.
ROLL CALL VOTE ON MOTION TO TABLE UNTIL NEXT THURSDAY'S WORK SESSION
AND CALL FOR A SPECIAL MEETING CARRIED FOUR TO THREE: Skinner, Dvorak,
Kavanaugh, and Schroeder (AYES); Symmons, Turner, and Arndt (NOES).
KAVANAUGH withdrew her motion to extend the existing emergency ordinance for an

BOROUGH MANAGER'S REPORT
Manager Powers reported on the following:
• Governor Dunleavy's Phase II reopening and how it the affects the Borough.
• Working towards re -opening the Borough Building, Kodiak Fisheries Research Center,
and the Landfill.
• Cares Funding update on how monies can be disbursed, and the guidance received.
• The Community of Karluk has been in contact in regards to community assistance.
• The number of cruises ships coming to Kodiak is now to six, and expecting more
cancellations.
• Reminded the public of the budget workshop on Saturday.
• The Bayside Siding project has begun.
• The travel ban for the Borough employees is still in effect until June 1�'
• The Alaska Municipal League Summer Meeting is going forward as 'in person'.
• International City/County Management Association Annual Fall Conference will be an
electronic event this year.
MESSAGES FROM THE BOROUGH MAYOR
Mayor Roberts spoke on the Cares Act monies and the school bond debt reimbursement.

Contract No. FY2020-34 Kodiak Outdoor Warning Siren System Replacement Project.
ARNDT moved authorize the Borough Manager to execute Contract No. FY2020-34 with
Federal Signal Corporation for the Kodiak Island Borough Outdoor Warning Siren Replacement
in an amount not to exceed $530,741.54.
ROLL CALL VOTE ON MOTION CARRIED UNANIMOUSLY: Symmons, Turner, Arndt, Dvorak,
Kavanaugh, Schroeder, and Skinner.
2. Change Order No. 5 Amending Contract No. FY2018-28 Architectural and Engineering
Services Term Contract for the Providence Kodiak Island Medical Center Retaining Wall
Repair Project.
KAVANAUGH moved to authorize the Borough Manager to execute Change Order No. 5
Amending Contract FY2018-28 with Jensen Yorba Wall, Inc. of Juneau, Alaska for Architectural
and Engineering Services Term Contract in an amount not to exceed $112,491.
ARNDT moved to postpone indefinitely.
SKINNER moved to amend the motion and postpone to the regular meeting of July 2, 2020.
Mayor Roberts recessed the meeting at 8:52 p.m.
Mayor Roberts reconvened the regular meeting at 9:00 p.m.
KAVANAUGH moved to reconsider the vote on the amended motion to postpone to the regular
meeting on July 2, 2020.

KAVANAUGH moved to approve Letter To Alaska Delegation Regarding Assistance To
Municipalities Related to COVID-19.

2. Salary Range Adjustment For Hiring Of New GIS Analyst.
ARNDT moved approve salary Range 19 Step D for hiring of new GIS Analyst.
DVORAK moved to amend the motion to reflect Range 19 Step F.

CITIZENS' COMMENTS
None.
ASSEMBLY MEMBERS' COMMENTS
• Assembly Member Dvorak commented on the Managers budget and protocols for re-
opening the Borough.
• Assembly Member Kavanaugh spoke on the Cares Act and mental health advocates
due to COVID-19. Thanked the Borough Manager for his work on the mitigation plan for
re -opening the Borough building. Encouraged that they will be able to meet in person
again.
• Assembly Member Turner spoke about his activities with the City of Kodiak to create
grants from the Cares Act monies.
• Assembly Member Arndt suggested meeting in person for the budget work session on
Saturday or postpone till the following Saturday.
• Assembly Member Schroeder expressed his concern that the Assembly may be
postponing meetings to often. Supportive of Assembly Member Turner's participation
with the city in creating grants from the Care Act. Requested the Assembly bring the fire
station location discussion back to the agenda for discussion.
• Assembly Member Skinner shared her concerns on the Governor's new mandate for
meeting in person. Spoke on the budget and the time constraints they are facing.
• Assembly Member Symmons thanked the Assembly for their dedicated participation
over the past few months.

SKINNER moved to extend the meeting to 11:00 p.m.
ROLL CALL VOTE ON MOTION CARRIED FOUR TO THREE: Kavanaugh, Schroeder,
Skinner, and Dvorak (AYES); Symmons, Turner, and Arndt (NOES).
ANNOUNCEMENTS
The next Assembly work session is scheduled on Thursday, May 14, 2020 at 6:30 p.m. The
next regular meeting is scheduled on Thursday, May 21, 2020 at 6:30 p.m. in the Borough
Assembly Chambers.

EXECUTIVE SESSION
1. Execution Session - Borough Manager's Performance Evaluation.
SKINNER moved to convene into executive session to discuss the Borough Manager's
Performance Evaluation. A subject that qualifies for executive session under the authority of KIBC
2.30.030(F)(1 )(c) for the purpose of discussing matters which may tend to prejudice the reputation
or character of a person.
ROLL CALL VOTE ON MOTION CARRIED FOUR TO THREE: Schroeder, Skinner, Dvorak, and
Kavanaugh (AYES); Symmons, Turner, and Arndt (NOES).
The Mayor inquired whether each member was situated such a location where they were able to
participate in the executive session without breaching the security of the executive session by
allowing other persons who are not authorized to be in the meeting to hear the executive session.
All Assembly Members stated that they were in a secure location.
KAVANAUGH moved to invite the Borough Mayor and those members of the Assembly who
chose to participate from a secure location into executive session.
ROLL CALL VOTE ON MOTION CARRIED UNANIMOUSLY: Skinner, Symmons, Turner, Arndt,
Dvorak, Kavanaugh, and Schroeder.
After the vote, Mayor Roberts recessed the regular meeting and convened the executive session.
Upon returning from the executive session, Mayor Roberts reconvened the regular meeting and
announced that no action was to be taken as a result of the executive session.
ADJOURNMENT
KAVANAUGH moved to adjourn the meeting.
