A special meeting of the Kodiak Island Borough Assembly was held on April 30, 2020, via
teleconference. The meeting was called to order at 6:30 p.m.
Present via teleconference were Mayor Bill Roberts, Assembly members Scott Arndt, Julie
Kavanaugh, Andy Schroeder, Rebecca Skinner, Duane Dvorak, and James Turner. Also
present were Borough Manager Michael Powers, Borough Clerk Tara Welinsky and Deputy
Clerk Alise Rice.
ATTENDANCE BY ROLL CALL: Arndt, Dvorak, Kavanaugh, Schroeder, Skinner, And Turner.
SKINNER moved to excuse Assembly member Symmons who was absent due to work.
ROLL CALL VOTE ON MOTION CARRIED UNANIMOUSLY: Dvorak, Kavanaugh, Schroeder,
Skinner. and Turner.

CONSIDERATION OF MATTERS IN THE CALL FOR THE SPECIAL MEETING
1. EXECUTIVE SESSION — Discussion of Borough Clerk Applicants Determining Those
Who Should Move forward for an interview.
KAVANAUGH moved to convene into an executive session to discuss evaluation of the Borough
Clerk applicants, a matter which might include a discussion that could potentially prejudice the
reputation and character of the applicants.
ROLL CALL VOTE ON MOTION CARRIED FIVE TO ONE: Kavanaugh, Schroeder, Skinner,
Turner, and Dvorak (AYES); Arndt (NO).
KAVANAUGH moved to invite the Borough Mayor and those members of the Borough Assembly
who choose to participate from a secure location into executive session.
ROLL CALL VOTE ON MOTION CARRIED UNANIMOUSLY: Schroeder, Skinner, Turner, Arndt,
Dvorak, and Kavanaugh.
Mayor Roberts recessed the special meeting at 6:41 p.m. and convened the executive session.

Upon returning from the executive session, Mayor Roberts reconvened the special meeting at
7:20 p.m. and announced staff was instructed to set up interviews with five of the six applicants
to take place as soon as possible.
ARNDT moved to release the applications as the position does rise to a high ranking level of
authority in the Borough.
ROLL CALL VOTE ON MOTION CARRIED FOUR TO TWO: Skinner, Arndt, Dvorak, Kavanaugh
(AYES); Turner and Schroeder (NOES).
ADJOURNMENT
DVORAK moved to adjourn the meeting.
ROLL CALL VOTE ON MOTION CARRIED UNANIMOUSLY: Turner, Arndt, Dvorak, Kavanaugh,
Schroeder. and Skinner.
The meeting was adjourned at 7:31 p.m.
