April 23, 2020
A special meeting of the Kodiak Island Borough Assembly was held on April 23, 2020, via
teleconference. The meeting was called to order at 6:30 p.m
Present via teleconference were Mayor Bill Roberts, Assembly members Scott Arndt, Duane
Dvorak, Julie Kavanaugh, Andy Schroeder, Rebecca Skinner, Dennis Symmons, and James
Turner. Also present were Borough Manager Michael Powers, Borough Clerk Tara Welinsky
and Assistant Clerk Lina Cruz.
ATTENDANCE BY ROLL CALL: ARNDT, DVORAK, KAVANAUGH, SCHROEDER, SKINNER,
SYMMONS, and TURNER.

CONSIDERATION OF MATTERS IN THE CALL FOR THE SPECIAL MEETING
1. Resolution No. FY2020-28 Requesting Full Mandatory Funding of the PILT Program.
KAVANAUGH moved to adopt Resolution No. FY2020-28 Requesting Full Mandatory Funding of
the PILT Program.
ROLL CALL VOTE ON MOTION CARRIED UNANIMOUSLY: DVORAK, KAVANAUGH,
SCHROEDER, SKINNER, SYMMONS, TURNER, and ARNDT.
2. Letter in Support of Increase in Payment In Lieu of Taxes.
KAVANAUGH moved to approve Letter in Support of Increase in Payment In Lieu of Taxes.
ROLL CALL VOTE ON MOTION CARRIED UNANIMOUSLY: KAVANAUGH, SCHROEDER,
SKINNER, SYMMONS, TURNER, ARNDT, and DVORAK.
3. Joint Kodiak Island Borough and City of Kodiak Letter recommended by the Kodiak Task
Force expanding the Small Business Association's Payroll Protection Program so that
Fishing Businesses will qualify for aid.
DVORAK moved to approve Kodiak Island Borough Letter (version 2) recommended by the
Kodiak Task Force.

ROLL CALL VOTE ON MOTION CARRIED UNANIMOUSLY: SCHROEDER, SKINNER,
SYMMONS, TURNER, ARNDT, DVORAK, and KAVANAUGH
4. Utilizing the Facilities Fund for small business loans to the community.
DVORAK moved to approve drafting an Ordinance to allow utilizing the Facilities Fund for small
business loans to the community.
ROLL CALL VOTE ON MOTION CARRIED FOUR TO THREE: TURNER, ARNDT, DVORAK,
and SCHROEDER (AYES); SKINNER, SYMMONS, and KAVANAUGH (NOES).
5. Discussion of Borough Clerk Applicants Determining Those Who Should Move Forward
for Interview.
Clerks Note: The Assembly chose to move this discussion under the executive session.
6. EXECUTIVE SESSION — Discussion of Borough Clerk Applicants Determining Those
Who Should Move forward for an interview.
KAVANAUGH moved to convene into an executive session to discuss evaluation of the Borough
Clerk applicants, a matter which might include a discussion that could potentially prejudice the
reputation and character of the applicants.
ROLL CALL VOTE ON MOTION CARRIED FIVE TO TWO: Symmons, Dvorak, Kavanaugh,
Schroeder, and Skinner (AYES); Turner and Arndt (NOES).
Clerks Note: Although the roll call vote on the motion passed, it was decided by consensus not to
go into executive session.
The Mayor inquired whether each member was situated such a location where they were able to
participate in the executive session without breaching the security of the executive session by
allowing other persons who are not authorized to be in the meeting to hear the executive session.
Assembly Members Arndt and Turner stated that they were not in a secure location but still would
like to participate in the executive session. Due to security breach concerns, the Assembly
Members determined it would be best not to convene into executive session.
ADJOURNMENT
SCHROEDER moved to adjourn the meeting.

The meeting was adjourned at 7:45 p.m.
