1994-04-25 Special Meeting (NIGINAL 1 WOMENS BAY SERVICE AREA SPECIAL BOARD MEETING APRIL 25, 1994 A special meeting of the Womens Bay Service Area Board was held April 25, 1994 in the Womens Bay Fire Hall, Sargent Creek Road, Kodiak, Alaska. The meeting was called to order at 7:10 PM. ROLL CALL There were present: Jean Barber Bob Tarrant Ed Gondek John Burt David Conrad Chairperson George Lee Absent: Laurie Madsen comprising a quorum of the Board. Guests: Dale Rice, Scott Rice, Pam Baglien SPECIAL MEETING Conrad opened the meeting by stating that the purpose of the meeting was to review and discuss the Mutual Aid Fire Agreement as prepared by both the Kodiak Island Borough and the United States Coast Guard. Conrad stated that he had distributed copies of the agreement to all members prior to the meeting date to look over and asked if any Board members had questions. a Barber requested that Dale Rice, WBVFD Chief make his comments at this time prior to any discussion of the Board. Conrad requested that Rice make his comments. Rice stated that up to this point in time, the agreement that had been in place had to be reviewed annually. He commented that this agreement has no definite end date as the old agreement did. He stated that this new agreement has been in process for the last two years and had been reviewed by both the Borough and coast Guard Legal Branch and that this was the final draft. 2 Rice continued that he and Chief Rossiter had tried to get automatic response language in the agreement at one point but this was objected to and excluded during the review process. He stated that aid had to be requested as a per incident basis. Burt commented that for a change this seemed to be some amount of common sense put into this document. Lee stated that he could see only good things coming out of this type of agreement. Rice stated that while he has been the Chief, two responses had been requested for aid from the Coast Guard. He added that the Coast Guard has always been willing to respond to our requests for aid. Conrad stated that the training that is associated with this type of agreement is and has been very valuable to the Department and the Community. Conrad asked for any other questions or comments. i f MOTION A motion was made to recommend the approval of the proposed Mutual Aid Fire Agreement to the Borough Assembly. Lee, seconded, Burt VOTE ON MOTION: Voice vote, unanimously approved. Conrad stated that he had prepared a letter to Mr. McFarland and read the letter to the Board and asked if anyone wanted the letter changed. Conrad set Tuesday, May 10 as the next Regular Meeting for the Service Board. Conrad requested that people attend the Community Council Meeting on Tuesday, April 26. i 3 I i MOTION C 'i= I V E D A motion was made to adjourn.
