A regular meeting of the Kodiak Island Borough Assembly was held on March 19, 2020 via
teleconference. The meeting was called to order at 6:56 p.m.
Mayor Roberts led the Pledge of Allegiance.
Present were Mayor Bill Roberts, Assembly members Scott Arndt, Duane Dvorak, Julie
Kavanaugh, Andy Schroeder, Rebecca Skinner, Dennis Symmons, and James Turner. Also
present were Borough Manager Michael Powers, Borough Clerk Tara Welinsky, and Deputy Clerk
Alise Rice.
APPROVAL OF AGENDA AND CONSENT AGENDA
ARNDT moved to approve the agenda and consent agenda.
ARNDT moved to amend the agenda and consent agenda by removing the Bear Awareness
Presentation from Awards and Presentations, Ordinance No. FY2020-1 S Emergency Ordinance
To Allow Regular Meetings To Be Conducted Via Teleconference from Public Hearing, and The
Potential Sale, Including Terms And Price, Of Real Property Known As Killarney Hills Tract
Located On E. Rezanof And Woody Way Loop, Disposal Of Borough Land On Borough Hill:
Terms, Conditions and Price, and the Borough Clerk's Evaluation from Executive Session.

CARRIED UNANIMOUSLY: Dvorak, Kavanaugh, Schroeder, Skinner, Symmons, Turner, and

BOROUGH MANAGER'S REPORT
Manager Powers reported on the following:
• Gave an update on the status of COVID-19
• A local emergency has been declared by the Emergency Services Council.
• The Emergency Operations Center (EOC) has been activated and specific objectives
and action plans are being completed.
• The ONLY effective prevention of COVID-19 is social distancing. If you must go out in
public, wash your hands, use sanitizer, avoid groups of people.
• The Borough Building (Borough and City Offices) will be closed to the public effective
March 20, 2020. Employees who will be managing this disaster must remain healthy.
• The food supply chain is secure.
• There have been numerous meetings in the past two weeks.
• A word about responsibilities. We have the Emergency Services Council (ESC) which
is responsible for policy level decisions related to emergencies. We have the
Emergency Operations Center/Emergency Operations Team which is responsible for
carrying out the policies of the ESC. The Local Emergency Planning Committee is a
planning committee, not a response committee.
• Travel for Borough Business is halted until June 1, 2020. Will reconsider as needed.
• All employees who have traveled or do voluntarily travel will be quarantined on their
return 14 days.
• Don't travel.
• Help crush the rumor mill -if the source of information is not an official source, it is a
rumor and should be treated as such. Ask people for their source. At this time, the
official sources are the Federal Government, the State of Alaska and the Emergency

Operations Center on Kodiak. Just because the New York Times cites "unnamed
government personnel' does not make it so. Your friend who heard it from a friend on
the XYZ non-profit/government/native corporation (fill in the blank) is NOT an official
source.
• The City of Kodiak has expressed interest in purchasing Borough land on Borough
Hill.
• Kodiak Island Native Association (KANA) has expressed interest in purchasing
Killarney Hills.
MESSAGES FROM THE BOROUGH MAYOR
• Borough Clerk, Tara Welinsky, has resigned from her position as Borough Clerk. May 22nd
will be her last day.
. Agendas will be streamlined. Work Sessions will be focused on packet review of important,
time -sensitive items coming up at the Regular Meetings.
UNFINISHED BUSINESS
1. Ordinance No. FY2020-15 Amending Title 3 Revenue And Finance Chapter 3.10.030
Permissible Investments And Chapter 3.10.120 Facilities Fund.
'Clerks Note: This was postponed from the February 6, 2020 regular meeting.
ARNDT moved to postpone Ordinance No. FY2020-15 indefinitely.

Between Kodiak Island Borough And International Brotherhood Of Electrical Workers

Resolutions
1. Resolution No. FY2020-22 A Resolution Of The Kodiak Island Borough Assembly
Authorizing The Borough To Issue General Obligation School Bonds In The Principal
Amount Not To Exceed $1,222,000 To Provide Funds For School And Related Capital
Improvements In The Borough And To Pay Costs Of Issuing The Bonds, Fixing Certain
Details Of Such Bonds Authorizing Their Sale, And Providing For Related Matters.
ARNDT moved to approve Resolution No. FY2020-02.
SKINNER moved to amend the motion not to exceed $500,000.00

ASSEMBLY MEMBERS' COMMENTS
• Assembly Member Kavanaugh thanked the community for coming together at this
difficult time.
• Assembly Member Schroeder stated that the country is abiding by a 'social contract'
and spoke about the health care workers at Providence Hospital has been resolved
• Assembly Member Turner commented on filling the clerk's office position.
• Assembly Member Dvorak commented on the Clerk resigning. Spoke about the land
sales discussed earlier in the meeting and DMV.
• Assembly Member Arndt spoke about closing the borough building and hiring for the
Clerk's position.
• Assembly Member Symmons thanked citizens for calling in and thanked staff for all their
hard work.
• Assembly Member Skinner spoke about telephonic meetings and the process of hiring
for the Clerk's position.

The next Assembly work session is scheduled on Thursday, March 26, 2020 at 6:30 p.m. The
next regular meeting is scheduled on Thursday, April 2, 2020 at 6:30 p.m. in the Borough
Assembly Chambers. These meetings will be held via teleconference.
