ROLL CALL The Chair shall cause the record to reflect the absence of the member, the REASON for the absence, and whether the absence is excused by the Commission. Commissioners present were Dave Townsend, Alan Schmitt, Kent Cross, Joe Delgado, and Matt Novello. Absent was Kyle Blondin. A quorum was established Community Development Department staff present was Erin Welty and Sheila Smith. APPROVAL OF AGENDA COMMISSIONER SCHMITT MOVED to approve the agenda. COMMISSIONER SCHMITT MOVED to recommend to the Kodiak Island Borough Assembly that the parcel known as Aleutian Block 1, Lot 4, be reserved for future public use by the city of Kodiak and that the remaining twenty-six (26) parcels identified in the following table be declared not to be of "public need" and offered at a future KIB land sale. Welty gave a staff report recommending the Aleutian Homes, Block 1, Lot 4 property be held for future public use by the city. COMMISSIONER CROSS thanked COMMISSIONER SCHMITT for what he did to improve the city ordinance that had to do with parking on the sidewalks. It looks like it will be adopted. He also went to the 17b easement meeting put on by BLA last week and it was very worthwhile. COMMISSIONER SCHMITT said in the newspaper article it could be read that he had identified himself as a P&Z commissioner and that the commission had acted on this issue but that was not the case. A couple of weeks ago the City Council agenda was published and he looked at the proposed ordinance. He took his proposal to the City Council work session where he spoke during citizen comments and listened to the other comments, and then left. He also attended the regular meeting where they had a corrected version that included his proposal. At the end of the meeting, there was another citizen in the audience and they were both recognized. He did not want to leave the impression that the commission acted on this. Dave Townsend wished everyone a Merry Christmas and Happy New Year.
