REGULAR MEETING MINUTES
Date: September 1, 2019
Call to order: 5:34 pm
Commissioners Present: Jason Chandler, Dave Conrad, Dave Heuman-Secretary, and
Chris Windnagle. D Conrad chaired the meeting.
Commissioners Excused; Billy Ecret John Isadore -Vice Chair and George Lee -Chair
Approval of the minutes by unanimous roll call vote for the Regular Meeting of Aug 6,
2019.
Citiz&"Comments; none.
Contractor Comments ; Kevin Arndt.
1. Brushing —did some touch up
2. Crack seal at 7.5k in Aug., aggregate total unknown to date.
3. Did some grading
Chairman's Report; Dave Conrad
1. Road Service budget over 23% expended year to date. Crack sealing totals to be
tallied before continuing any more at this time.
2. Fire Service budget over 19% expended year to date.
Old Business
1. Fire Service
a. Brush Fire Truck; Ecret to pursue specs for solicitation.
2. Road Service
a. Pothole patching nearly complete, several re -works necessary where cold
patch has subsided or broken apart
b. Fish Friendly Culvert at Chiniak Dr/Middle Bay Dr intersection is com-
pleted.
c. Chairman status discussed, unresolved at this meeting.
d. Cliff Point Estates is outside of the service are for both Road and Fire cov-
erage
e. Brushing re -work; minimal effort this month.
New Business

REGULAR MEETING MINUTES
1. Fire Department;
a. Dave Conrad is appointed to the position of Fire Chief as an Interim ap-
pointment is not valid.
b. 3 new sets of turn -out gear to be purchased to keep equipment serviceable.
2. Road Service
a. Road Culverts on Kalsin drive to be monitored and considered for mainte-
nance in spring/summer of 2020.
b. Brushing to continue, re -work areas done inadequately.
c. Crack sealing on hold until total $ to date is known for analysis.
d. Members need to look at culverts that will require cleaning before winter
season.

Board Member Comments
1. DC; KEA needs to follow up on final grading and restoration of surfaces follow-
ing their work throughout the Service area.
2. CW; Dust Control should be included in Specs for projects after the huge impacts
of the drought occurring at the same time as the Fish Culvert Project and the sub-
sequent traffic pattern change, which affected unpaved smaller feeder roads (Lake
Orbin Drive)
