CALL TO ORDER
CHAIR FRIEND called the meeting to order at 5:33 P.M.
ROLL CALL
Board Members present were Chair Jerrol Friend, Cliff Ford, Dennis Hunt, Jascha Zbitnoff, Jon
Malin and Ex -Officio member Scott Arndt.
Also present was Matt Gandel, KIB Project Manager/Inspector, Martha Barnett, KIB Projects
Assistant, Corey Wall of the architectural firm Jensen Yorba Wall and Bayside Fire Chief Howard
Rue.
A QUORUM WAS ESTABLISHED.
APPROVAL OF AGENDA
FORD moved to approve the agenda.
VOICE VOTE ON MOTION CARRIED UNANIMOUSLY.
APPROVAL OF MINUTES
HUNT moved to approve the minutes from April 1st, 2019.
VOICE VOTE ON MOTION CARRIED UNANIMOUSLY.
Anton Larsen Dock Concrete Pad Extension
Matt Gandel noted that the Anton Larsen Dock project of 2015 was grant funded, there remains
$300,000 on the grant. In an effort to use that money before the state grant lapses, KIB would like
to extend the concrete pad at the head of the gangway and put rocks or bollards to keep vehicles
away from gangway. After discussion it was decided to modify the layout of the new concrete and
delete the rocks from the scope of work. Drawings will need to be redone, put it out to bid with
completion date next year.
Baler Septic System Replacement
Matt Gandel noted that the septic system at the Baler facility needs to be upgraded; this project
would remedy that with installation of a new septic tank and a leach field. Options the Board would
like looked in to; a holding tank and getting it pumped/hauled, a small treatment plant located in
front of building, and S. Arndt would like a shop built so employees can work on equipment,
installing a leach field would preclude that.

Matt Gandel noted that this is a review of the 65% drawings for the siding and roofing at Bayside
Fire Department. The project is following the same model as the Women's Bay Emergency Shelter.
The site was reviewed with Matt Gandel, Corey Wall and Howard Rue in April. The initial set of
drawings which were basically conceptual were presented to the Fire Protection Area Board and
agreed upon. Corey Wall reviewed the drawings with the Board in detail and answered questions.
ZBITNOFF moved to approve the 65% drawings as noted.
ROLL CALL VOTE ON MOTION CARRIED UNANIMOUSLY.
Presentation of Current PKIMC Projects
Matt Gandel updated the board that PKIMC has three projects taking place currently. Both KIB and
PKIMC have seen changes in management the last few years, both PKIMC & KIB are working
together to collaborate on projects. In the future if there are projects that Providence does
independent of the Borough, PKIMC would still come before the ARB for design review.
Review of Recent Completed Projects
Matt Gandel provided an update to the Board on projects that have taken place over the last few
years.
Review of ARB Bylaws
Matt Gandel stated that a periodic review of the bylaws was recommended. The Board did not have
any concerns with the existing bylaws
