08/06/2019 Regular MeetingWOMENS BAY SERVICE AREA BOARD REGULAR MEETING MINUTES Date: August 6, 2019 Call to order: 5:34 pm ORIGINAL Commissioners Present: Dave Conrad, Dave Heuman-Secretary, John Isadore -Vice Chair and Chris Windnagle. Isadore chaired the meeting. Commissioners Excused; Jason Chandler, Billy Ecret and George Lee -Chair Agenda approved as amended Approval of the minutes by unanimous roll call vote for the Regular Meeting of July 2, 2019. Citizen Comments; none. Contractor Comments; Kevin Arndt. 1. Brushing at approx 11.5k in July 2. Ditching at approx l0k in July 3. Crack seal at 20k in July. 4. Pot Hole repairs at approx 10 in July. \Chairman's Report; Dave Conrad. 1. No budget update, waiting on invoices to close out 2019 budget. Old Business 1. Fire Service a. Brush Fire Truck; Ecret to pursue specs for solicitation. 2. Road Service a. Pothole patching to continue under new work order; the cold patch is working very poorly and disintegrating quickly after application. Contrac- tor should investigate using infrared to heat the cold patch. b. Fish Friendly Culvert at Chiniak Dr/Middle Bay Dr intersection; In pro- gress, expect to have the new culvert in place by Friday 9/6. Will use our stockpiled river rock material to infill the `stream bed'. Paving date un- known at this time. New Business 1. Fire Department; i SEP 9 2019 j WOMENS BAY SERVICE AREA BOARD REGULAR MEETING MINUTES a. Dave Conrad is appointed to the position of ; Fire Chief by unani- mous vote of the commissioners present. 2. Road Service a. Seal coating done by state crews on Rezanof Dr this summer, Conrad to pursue a MOA for seal coat work for next year's budget. b. Brushing to continue, re -work areas done inadequately. c. Crack sealing to continue, Kalsin and Mid. Bay Dr are left to finish. d. Contractor must attach relevant work orders to the invoices for review. Citizen Comments: one, Katie Heglin attended. Board Member Comments DC; KEA Work on S Russ. Ck Rd and on Lake Orbin Dr has been undercutting our asphalt and tearing up the edges and not getting the shoulder back up to meet the edges, causing further long term damage. 2. JI; Brushing and crack sealing issues show the need for a more timely and robust QC from Mr. Arndt, and quicker QA from commissioners if guidance is needed.
