Call to Order
Chair Szabo called the regular meeting to order at 5:15 p.m. on Monday, July 15th, 2019.
Roll Call
M. Barnett conducted a roll call, a quorum was established. Board members present were Chair
Nick Szabo, Ed Mahoney, Jason Jardine, Steven Neff, Nathan Svoboda, and Jeff Stewart. Laine
Welch was absent.
Present also was Mike Shrewsbury of Alaska Waste and David Conrad of the Engineering &
Facilities Dept.
Approval of Agenda
N. SVOBODA MOVED to approve the agenda, seconded by S. NEFF
VOICE VOTE ON MOTION CARRRIED UNANIMOUSLY.
Approval of Minutes
S. NEFF MOVED to approve the minutes of July 11, 2019, seconded by N. SVOBODA.
The Chair asked that the "non-voting ex -officio member" title be removed from the Roll call of
the June 111h minutes before "Mike Shrewsbury of Alaska Waste".
VOICE VOTE ON MOTION CARRRIED UNANIMOUSLY.
The Chair would like it reflected in the minutes that Ed Mahoney was mistakenly voted in as
Vice Chair at the June 111h meeting. Nathan Svoboda is the Vice Chair of the Solid Waste
Advisory Board.
MAHONEY MOVED to adopt the Special Meeting minutes of July 151, 2019, S. NEFF seconded.
The Chair asked that the "non-voting ex -officio member" title be removed from the Roll Call of
the July 151 minutes before "Mike Shrewsbury of Alaska Waste".
VOICE VOTE ON MOTION CARRRIED UNANIMOUSLY.
Visitor Comments: Resident Duane Dvorak gave public comment on the dumpsters at Camp
Mueller. He believes the dumpsters are being used illegally by business owners/contractors. He
would like cameras/lighting and a possible card lock system in dumpster areas. The lack of the
Assembly adoption of UMOT (Uniform Table of Minor Offenses) was discussed.
Staff Reports:
Engineering & Facilities Director David Conrad reviewed the June 27th memo written by KIB
Manager Michael Powers entitled "Tasking of the Solid Waste Advisory Board". Future Board
direction and education discussion ensued. Dave updated the Board on current happenings at
the Landfill.
Alaska Waste — Mike Shrewsbury has been working with KIB staff on grading and sweeping
dumpster pads with a magnet. Alaska Waste has been working on addressing the bigger issue
pads that have more metals; remove container, run magnet over the area, clean up the area
and put container back.
Discussion Items
a. Outreach - David Conrad encouraged the Board to find easily available resources on the
web. Dave tells the Board that Pam Foreman of KMXT would like to work with the Board
on Public Service Announcements (PSAs) and possibly Talk of the Rock. Threshold might
be someone to work with as well as Alaska Waste. Mike Shrewsbury commented that
education of the public on landfill times and basic information on what is accepted
would be helpful versus retrofitting actual dumpster sizes. Discussion ensued on placing
a dumpster outside the landfill fence.
b. Tasking of SWAB —This topic has been covered.

Board Member Comments:
J. Stewart — Jeff would like the Board to amend KIB Code 2.145 and clean it up. Jeff expressed
his ideas on the "Tasking of the SWAB" memo.
S. Neff—Thank you Dave for bringing up Board member outreach and education. I also
appreciate Assembly members making it to our meetings.
N. Svoboda — Appreciate Dave's efforts on working with KIB Manager on "Tasking" memo.
Appreciate Dennis Symmons and Scott Arndt from KIB Assembly coming to our meetings. Nate
shared with the Board that the dumpsters look awesome and are not full on a regular basis
lately, he appreciates Alaska Waste staff. Does the Board think that it would be valuable on
educating the public what 260 pounds looks like?
J. Jardine — Could the training documents be sent to the Board electronically in advance of
meetings?
E. Mahoney - I appreciate Duane coming to the meeting and speaking; as long as we have
dumpsters, we are going to have problems.
D. Conrad —We will not be issuing swipe cards for dumpsters; it is not practical.
S. Arndt— I was on the Board is why I keep coming, Dennis is a past SWAB member, Andy
Schroeder is current Assembly representative.
Szabo —Thank you staff.
