A special meeting of the Kodiak Island Borough Assembly was held on May 23, 2019, in the
Assembly Chambers of the Kodiak Island Borough Building, 710 Mill Bay Road. The meeting
was called to order at 6:30 p.m.
Present were Mayor Dan Rohrer, Assembly members Scott Arndt, Julie Kavanaugh, Andy
Schroeder, Rebecca Skinner, Scott Smiley, Dennis Symmons, and James Turner. Also present
were Borough Manager Michael Powers, and Deputy Clerk Alise Rice.

PUBLIC HEARING
1. Ordinance No. FY2020-01 Kodiak Island Borough Fiscal Year 2020 Budget And
Appropriations From All Funds.
The motion is already on the floor which was to adopt Ordinance No. FY2020-01.
Mayor Rohrer opened the public hearing.

Mayor Rohrer closed the public hearing and convened the regular meeting.
Clerks Note: Mayor Rohrer recessed for 10 minute break and reconvened the meeting at 7:56
p.m.
ARNDT moved to amend the budget to reduce general funds property tax revenue.

SMILEY moved to amend the budget to appropriate $20K in support of the Kodiak Salmon Work
Group.
Clerk's Note: Assembly member Kavanaugh expressed a possible conflict of interest; her family
owns permit. Mayor Rohrer stated there was none. Mayor Rohrer expressed that Assembly
member Turner does have a conflict of interest because he is the Director of the Kodiak Salmon
Work Group. Mayor Rohrer later decided there was no conflict of interest.
SMILEY moved to amend the budget to reduce the Resource Management Account.
KAVANUGH moved to amend the motion made by Smiley, and moved to relocate $20K to
Community Development.
Clerks Note: Mayor Rohrer recessed for 10 minute break, Mayor Rohrer reconvened the meeting
at 8:54 p.m.
TURNER moved to amend the budget to fund zero percent of the State's Bond Reimbursement
Fund.
ARNDT moved to amend the budget to increase the R&R fund.
ARNDT moved to amend the budget to reduce staff by eliminating the Code Enforcement Officer
ARNDT moved to amend the budget to reduce staff by eliminating Human Resources Officer.

Pump and Supply, Inc.

SYMMONS moved to authorize the Manager to execute Contract No. FYFY2019-28 with Suez
Water Technologies & Solutions.
TURNER moved to amend Contract No. FY2019-28 to purchase extra filtration membranes.

Resolutions
1. Resolution No. FY2020-05 Authorizing Short Term Rentals of the Kodiak Fisheries
Research Center Apartments to Not -For -Profit Entities.
ARNDT moved to adopt Resolution No. FY2020-05.
KAVANAUGH moved to amend and strike wording from line 11, 'TO NON -FOR-PROFIT
ENTITIES" and the language starting at line 42 "to nonprofit and government entities such as, but
not limited to, state, federal and tribal governments, and their political subdivisions, and nonprofit
organizations as defined by the Internal Revenue Service,"
TURNER moved to postpone.
ROLL CALL VOTE ON MOTION TO POSTPONE FAILED FIVE TO TWO: Schroeder, Skinner,
Symmons, Arndt, and Kavanaugh (NOES); Smiley, and Turner (AYES).

Other Items
1. Confirmation of the Mayoral Appointment to the City Seat on the Planning and Zoning
Commission For A Term Expiring December 2019 (Mr. Joseph Delgado).
ARNDT moved to confirm the Mayoral Appointment of Mr. Joseph Delgado to the Planning and
Zoning Commission City Seat for a term to expire December 2019.
The Clerks office received a letter from the City of Kodiak City Council on May 9, 2019
recommending the appointment of Mr. Joseph Delgado.

2.100.030 Appointments. Members of boards, committees, and commissions, except for
members of the board of adjustment, members of the board of equalization, and elected service
area board members, are appointed by the mayor and confirmed by the assembly unless
otherwise specifically provided elsewhere in this code. An appointment not confirmed by the
assembly shall not become effective. The mayor shall appoint a new applicant until an
appointment is confirmed by the assembly.

Arndt, Kavanaugh, and Schroeder.

KAVANAUGH moved to adjourn the meeting.
