REGULAR MEETING MINUTES

Commissioners Present: Dave Conrad, Dave Heuman-Secretary, George Lee -Chair and
Chris Windnagle.
Commissioners Excused Jason Chandler, Billy Ecret, and John Isadore -Vice Chair
Agenda approved as amended
Approval of the minutes by unanimous roll call vote for the Regular Meeting of April 2,
2019.
Citizen Comments; none
Contractor Comments ;
1. Some grading and ditching last month
2. Pot hole test patch with IR machine earlier this week was done.
3. KEA yellow bury tape was exposed during routine grading on Womens Bay
Drive hill near the Lake Orbin Drive intersection.
\Chairman's Report
1. Ditching and potholes had minor work done in previous month.
2. Budget update; we have expended —85% of the Road Service budget to date, in-
cluding estimated outstanding invoices.
Old Business
1. Fire Service
a. The new compressor installation was completed in the Fire Truck Bays.
b. Both new Exterior Bulletin Boards are now installed and complete.
2. Road Service
a. IR patch test between Fire Hall and dumpsters done, to be monitored for
long term suitability.
b. Cable needed to secure lay down area and prevent unwanted dumping.
New Business
1. Fire Department
a. Dale Rice, Fire Chief, has submitted his resignation Letter, pending ap-
pointment of a New Fire Chief.

b. Dave Conrad, due to a Medical Condition, will be unable to enter into any
Fire Zones.
c. Motion to expend up to/NTE 42k for purchase of new E-draulic tools, (the
cutter/spreader combo pack with batteries) for extraction and etc. in vari-
ous Fire Dept responses. Roll call vote, motion passed unanimously.
d. A new Brush Fire Truck is needed; an RFP is to be developed for further-
ing this process.
2. Road Service
a. Motion to change the Regular Meeting time to 5:30 pm on the first Tues-
day of every month, passed unanimously.
b. Discussion of allowing telephonic participation for meetings, to be dis-
cussed more in the future.

1. Marie Rice thanked her husband, Dale Rice, for his years of tireless service.
Board Member Comments
1. DH; we should continue pothole patching, and ditching and brushing now as well.
2. DC;
a. Kelly Young erected a fence in ROW on BF Rd, was informed Road Ser-
vice may need access from time to time for Culvert Maintenance.
b. The Middle Bay/Chiniak Drive fish friendly culvert has been awarded,
work to occur between May 15 through July 15.20k from our funds was
transferred as our contribution to the project, as previously earmarked and
budgeted.
3. CW; We need the cable for the staging lot.
4. GL; we should have a retirement party for Chief Rice once the actual event comes
to pass.
