February 26, 2019 Regular Meeting 6 p.m: KIB Conference Room
CALL TO ORDER
CHAIR SALTONSTALL called to order the February 26, 2019 Regular Meeting of the Parks and
Recreation Committee at 6 p.m. in the borough conference room.
ROLL CALL
Ben Millstein requested excusal due to being out of town.
Committee members present were Patrick Saltonstall, Steve Paulson, Bobby Bassham, and Eric
Linsheid. Excused was Ben Millstein. Absent was Paige Simeonoff, and Shane Thompson. Ex -
officio member present was Corey Gronn. Absent ex -officio members were Dennis Symmons and
Ron Bryant.
A quorum was established.

Community Development Department staff present was Director Sara Fraser and Daniel
Mckenna-Foster.

OLD BUSINESS
A. Alaska Transportation Alternatives — Review Memo and Discussion
Mckenna-Foster stated we are extending the bike path to Deadman's Curve, and working on the
bear viewing areas in Bells Flats. Director Fraser and Mckenna-Foster talked to DOT. It became
clear that it's not viable this year because it requires a match from the borough.
Director Fraser stated that the original assembly expectation was to spend a project total of
$500,000. We didn't get an estimate back from DOT until 2 days before the application deadline
at a price tag of $800,000 for pavement. It is less without pavement but still in the high $600,000
range. When they met with the maintenance guys in December, they had verbally said they were
in support of the project and they would prefer it be gravel. The regional maintenance guy said he
would prefer pavement so it could be striped for parking spaces. Due to dealing with budget cuts,
they said they don't want to support paved projects because they are not going to have the funds
to maintain pavement and striping in the future. DOT's right-of-way section said based on their
interpretation, if they don't pave it they will be in violation of their own driveway standards.

Maintenance was saying they don't want to touch it if it's paved, right-of-way said they're not going
to OK it if it's not paved. We are still $200,000 over of what the assembly is willing to match. She
is still talking to DOT. The biggest expense was going to be the culvert on the Flats side of the
bridge by the parking area. The culvert has been failing for years. Last summer they put in a
sleeve on it to prolong the life. They wanted to put in a new culvert that was 2 Yz times the size of
the one there now.

B. Summary statement for Termination Point TMOs — Review Document
CHAIR SALTONSTALL stated this is what we came up with for this area. He also read into the
record the amended summary statement.
Discussion of having volunteers do the work and borough liability.

C. Parks & Rec Comp Plan — Review of Progress of Survey Responses iii Strategy and
Plan Development
Mckenna-Foster said this is a brief overview to remind people of what people wanted and is most
comments.
Discussion of what they want to include.
D. Spruce Cape Lighting Discussion
Mckenna-Foster said he and Gronn have been talking about this a lot. There was a lot of interest
over the winter about Spruce Cape and putting up lighting to create new recreational area.
EX -OFFICIO GRONN said it was identified in the survey so he followed up and met with them,
he talked to KEA to find out what it would take. He quoted $39,000 and that was max. You would
have to have the power in someone else's name unless you establish a lighting district. A lot of
people use the pond area already and there is a walking trail around it.

B. Killarney Hills Update Discussion
Mckenna-Foster said this was brought up to discuss. Not a lot has gone on with it. We are waiting
to hear from the city about any supposed limitations on water and sewer in this area. We haven't
got a lot of details or feedback from anyone. The city said that Public Works said there are
limitations on the capacity for the system so anything that Killarney Hills would likely to feed into
that, so they said it's not a good idea.

C. Mission Lake Recreational Use Discussion
CHAIR SALTONSTALL said Craig Johnson came to the last meeting but there wasn't a quorum
after waiting '/2 hour. While we were waiting, Johnson said he wants it recognized that there is a
lot of recreation that goes on there.
? said Johnson wants the borough to take over the maintenance of the tide gate on the southern
end of Mission Lake.

? working with everyone on the recreation visions for the future is pretty cool.
Patrick Saltonstall asked if anyone has heard anything about the trees on Russian Ridge.
Someone is cutting them maliciously. You can't even walk from the road down the trail because
of all the trees across the path.
