SOLID WASTE ADVISORY BOARD REGULAR MEETING MINUTES April 8th, 2019 - 5:15 PM Kodiak Fisheries Research Center Call to Order M AY 16 2019 Chair Szabo called the regular meeting to order at 5:15 p.m. on Monday, April 8th, 2019. Roll Call J. Basuel conducted a roll call, a quorum was established. Board members present were Chair Nick Szabo, Stephanie Mason, Jeff Stewart and Ed Mahoney. Jason Jardine and Nathan Svoboda arrived at 5:25. Steven Neff was absent. Present also were non-voting ex -officio members, U.S.C.G. Representative Jennifer N. Nutt, Chris Lynch of Threshold Recycling, Mike Shrewsbury of Alaska Waste, KIB Finance Director Dora Cross and KIB Staff Jessica Basuel. Assembly Representative Andy Schroeder was absent. Approval of Agenda MAHONEY MOVED to approve the agenda. VOICE VOTE ON MOTION CARRRIED UNANIMOUSLY. Approval of Minutes STEWART MOVED to approve the minutes of February 4, 2019. VOICE VOTE ON MOTION CARRIED UNANIMOUSLY. Visitor Comments: None Staff Reports: a. Engineering & Facilities— Dave Conrad was unable to attend tonight's meeting and provided a letter to the Board. The Solid Waste Collections Contract was discussed. Staff is discussing moving the soils from the middle school to the landfill for storage and possible soil remediation. The ongoing work at the Baler was discussed. The annual hazardous waste and area clean up day are planned for May 4, 2019. The Borough is preparing for interviews for the upcoming vacant positions at the Landfill. 1 b. Threshold — Chris Lynch reported on the current operations and pricing for recycled materials. Threshold will have a van set up in the parking lot of the high school during the Community Clean Up Day and will be taking electronics free. c. Alaska Waste — Mike Shrewsbury thanked the Borough in working with Alaska Waste. He reported that one "carboard only' recycling container was added in Bell's Flats at Sargent Creek. The Selief residential dumpsters were repositioned. Alaska Waste is working with Threshold and participating with the Community clean up. Alaska Waste is partnering for the second year with the Kodiak Scholarship Foundation and providing a $1,000 scholarship to a graduating senior. d. City of Kodiak — Craig Walton was not able to attend the meeting. Chair Szabo read from his report verbatim. Discussion Items/Action Items a. ADA Compliant Dumpsters Chair Szabo postponed the topic until the next meeting. b. Gasification Chair Szabo read from the PowerPoint Steven Neff had provided to the Board. c. PSA/Outreach Stephanie Mason suggested to the Board to work on being more involved with outreach. Stephanie, Jennifer, Jason and Nate volunteered to meet and help come up with a plan and present it at the next meeting. Discussion continued regarding outreach and involvement. Board Member Comments: J. Stewart — None. N. Svoboda - Will Frost will be here to check on the Selief dumpster and I will ask to see if there is a need to extend fencing. Is there any progress with the UMOT (Uniform Table of Minor Offenses)? Discussion ensued regarding enforcement and violation issues. AK Department of Fish and Game designed a new bear aware sticker and I will bring in a sample at the next meeting. J. Jardine — Walmart is willing to help support with outreach. We are trying to get people involved in recycling. S. Mason —Attended the Solid Waste Summit in Anchorage, which was a great event. Many informative people were met. N. Szabo— Introduced and welcomed newest SWAB member Ed Mahoney. Thank you to Borough staff. E. Mahoney— Enjoyed tonight's meeting and looking forward to more. Meeting Schedule - May 14, Tuesday at 5:15 pm at KFRC. Adjournment MAHONEY moved to adjourn the meeting. VOICE VOTE ON MOTION CARRIED UNANIMOUSLY.
