VOICE VOTE ON MOTION CARRIED UNANIMOUSLY Public Comment Julie Kavanaugh (inaudible) Reports of Sub -Committees Jack Maker stated that Kathrynn Hollis -Buchanan went around to get prices for him, prep the radio stations and newspaper. He is working on two public service announcements that Ken gave him, and he needs to work with KMXT on what they can put in the PSA's. Old Business a. Incident Command System (ICS) Training Maker stated he has an email with all the links to the ICS 100, 200, 700, and 800 courses. CHAIR MULLICAN stated that Alaska Shield 2019 is on the horizon, and we're in the planning process for that now. He is planning on holding the 300 and 400 classes between now and next June. Page 1 of b. 2017 Crabfest LEPC Emergency Preparedness Outreach Booth Maker stated he is in the process of completing the space application for the outreach booth. We will be using the tent we purchased last year, and we have everything we need shy of some more outreach materials. He requested that anyone to send him some links of material that they think would be beneficial to print and hand out. Maker will be putting out a signup sheet to both the primary and voting members as well as the regular attendee list. He will not be here for Crabfest and Tom Quass will be ramrodding it. He's hoping to get volunteers to work the booth because employees are paid out of the LEPC funds and he'd like to see the money go to outreach efforts instead of paying staffs wages. c. Reprint of Emergency Preparedness Guides Maker said he went online to get quotes for reprinting the guides. Printmasters will be printing 1500 guides for $1500. d. Emergency Preparedness Media Campaign Maker said the committee authorized $6,000 in grant funds to be used in two or three months for an intense campaign. He asked that if anyone sees any campaigns that they email him the information. New Business a. March 30, 2018 Emergency Services Council Meeting Brief CHAIR MULLICAN said this is the second time in a while that we've met to go through things. The primary purpose was to look through the Emergency Operations Plan and to adopt the updated version. We may make minor administrative adjustments soon, and it will be available to LEPC and others. b. LEPCA/SERC Meeting Brief CHAIR MULLICAN said last week Mike Tvenge and he went to the Spring Emergency Preparedness Conference. At the end of that is the statewide LEPCA/SERC meeting and he passed off information from that as the chair of LEPC. The meeting is all the LEPC's that get together to tell what is going on each region and any hot topics. One of the topics across the state is about the tsunami/earthquake that we all went through in January. It was interesting to hear from the different organizations represented from level of response that occurred from they didn't do anything to, like us, went through a full evacuation and so forth. A lot of communities in the state are re-evaluating their evacuation plans. Some communities had problems with their sirens not working. c. Spring Emergency Preparedness Conference Brief Mike Tvenge stated a common theme shared was lack of personnel in the Incident Management Team and available responders. One discussion was should we have job descriptions for staff to include incident management training. Another topic was what a disaster means to different people. Our first responders, emergency managers, political leadership, etc. all look at response in different ways. The strongest things that leadership would like to see is restoring normalcy right away, get us back to where we were as quickly as possible. Another topic was inclusion of the elected officials in our tabletop training exercises so leadership can come in and see how we respond in these exercises. The volunteers of the community organizations keeping notes active in disasters, one topic was to use them throughout the year if you can. Use them for such things as traffic control during parades, whatever the needs may be at Crabfest, they could assist with community cleanup. He doesn't know if there is anyone in the community that could do American sign language announcements during community service responses. There are also many languages spoken here, how do we put messages out in different languages. Sheltering was a big topic, sheltering and the awareness we need during sheltering. Signage showing people where to go, chairs so people can sit down while waiting to go into shelter, having quiet and private rooms, and snacks. How do you handle pets? Those are all things to consider when Page 2 of 4 sheltering. We were able to set up the shelter within a couple of hours, and then giving notice of closure of the shelter. Long term shelters have found there are people left that don't have anywhere to go and some are homeless. CHAIR MULLICAN said he and Tvenge both went and there were different tracks that you could take. MULLICAN is the planner for Alaska Shield 2019, his first two days was training on, the primary focus is a cyber incident computer oriented. The two-day class will help all the State planners facilitate the exercises involving a cyber threat. The access class was regarding people with disabilities, if we accept Federal grants we are required by law to facilitate access to people. The class on the exercises was a big one. We got into sheltering. d. Hazard Mitigation Plan Update, Critical Facilities Maps (Jack Maker) Maker stated the consultant is nearing completion of the draft plan for public comment. There are new critical facilities maps that weren't previously in the Hazard Mitigation Plan. There will be a special meeting sometime within the next month with the consultant and take public input. It will be put on our website so the public review and general comments. Each city or village council will adopt their portion of the plan. The borough will adopt the overall plan and the City of Kodiak will adopt their annex to the plan. FEMA will also need to adopt it. The initial plan must go through the approval process and then it can be amended throughout the five-year term, and then we'll have to do another update and go through the approval process again. e. Funding to Print Tsunami Inundation and Evacuation Maps (Jack Maker) Maker stated we don't have an adopted evacuation map, it's a draft. He will find out if it can be put out as a product of our department from the GIS Analyst. He wants to print a limited amount of full size maps for businesses and public buildings at $6 each. Once it's adopted, we could expend $600 to $1000 to print these maps up to make them available to the businesses and places where people gather. Future Business for Discussion a. Other items of interest for the good of the order (open reports) ? stated University Geophysical Institute is coming May 22nd. We will have a public meeting to discuss these maps and scenarios around the map, and what is reasonable to expect during a small tsunami. Homeland Security will be coming to speak. May 22nd at 7:30 p.m. at the library. CHAIR MULLICAN stated that we use the high school and middle school complex as our shelter. One issue is we don't have enough stuff to run a shelter because we don't have any place to put it. One idea is to get Conex boxes, stage them at the municipal airport, and put blankets, pillows, and that kind of stuff that he could purchase with grant funding in those. He was told not to use Conex boxes unless we can temperature regulate them because everything will rot. He mentions that this is for discussion to figure out whether there is buy in for this or not; the old pool deck currently uninhabited in the high school area would be a perfect spot for emergency management storage. The materials he needs he can get with grant funding, he just needs somewhere to put it. Alaska Shield drills are statewide drills. The focus of the last drill was a terrorist drill and he chose the school shooter as the primary focus. The drill was well attended and a lot of great information taken out. Jason Bishop announced the hospital will be holding a Hospital Incident Command Systems training on June 8t' with the focus being higher level incident command staffing (inaudible).
