Assembly Special Meeting
September 13, 2018
A special meeting of the Kodiak Island Borough Assembly was held on September 13, 2018,
in the School District Conference Room of the Kodiak Island Borough Building, 710 Mill Bay
Road. The meeting was called to order at 9:30 p.m.
Present were Mayor Dan Rohrer, Assembly members Julie Kavanaugh, Andrew Schroeder,
Rebecca Skinner, and Scott Smiley. Also present were Borough Manager Michael Powers
and Deputy Clerk Laurie Pardoe.
SCHROEDER moved to excuse Assembly members Kyle Crow, Dennis Symmons, and
Matthew Van Daele who were absent due to personal leave.
VOICE VOTE ON MOTION CARRIED UNANIMOUSLY.
CITIZENS COMMENTS
None.
CONSIDERATION OF MATTERS IN THE CALL FOR THE SPECIAL MEETING
1. Executive Session to Discuss Upcoming Mediation Between the Kodiak Island
Borough and Watterson Construction.
SCHROEDER moved to convene an executive session to discuss upcoming mediation between
the Kodiak Island Borough and Watterson Construction, a subject matter the immediate public
knowledge of which would tend to affect adversely the finances of the borough and as a matter
of litigation to which the Borough is a party.
ROLL CALL VOTE ON MOTION CARRIED UNANIMOUSLY: Kavanaugh, Schroeder, Skinner
and Smiley.
SCHRODER moved to invite the Borough Mayor, Assembly, Borough Attorney, Borough
Manager, and Clerk's Office Staff into executive session.
VOICE VOTE ON MOTION CARRIED UNANIMOUSLY.
After the vote, Mayor Rohrer recessed the regular meeting and convened the executive session.
Upon returning from the executive session, Mayor Rohrer reconvened the regular meeting and
announced that direction was given to the Borough Attorney on how to proceed.
ADJOURNMENT
SMILEY moved to adjourn the meeting.
