1. CALL TO ORDER/PLEDGE OF ALLIEGENCE

2. ROLL CALL
Board Members present were Chair Paul Van Dyke, Mike Dolph, Richard Carstens and Craig
Walton. Also present were Chief Howard Rue, KIB Engineering & Facilities Director Philip
Kovacs and staff Jessica Basuel.
DOLPH moved to excuse Board Member Rebecca Nelson who was absent.
VOICE VOTE ON MOTION CARRIED UNANIMOUSLY.
3. ACCEPTANCE/APPROVAL OF AGENDA
Chief Rue asked to have item G "Battery for Communications 12" under New Business be added
to the Agenda.
CARSTENS MOVED to accept and approve the amended agenda.

4. APPROVAL OF MINUTES
CARSTENS MOVED to approve the minutes of June 6th, 2018.
VOICE VOTE ON MOTION CARRIED UNANIMOUSLY.
5. ACKNOWLEDGE RECEIPT OF THE FINANCIAL REPORT
CARSTENS MOVED to approve and acknowledge receipt of the Financial Report.

6. VISITOR COMMENTS - Limited to 3 minutes.
Engineering/Facilities Director Phil Kovacs noted a spelling error on the approved minutes.
7. CHIEFS REPORT
Chief Rue invited Major Dave Davis of the Salvation Army to talk about the training he would
like to attend. The City of Kodiak and the Police Department were helping with a third of the
cost and Chief Rue asked for the board's approval to help put in a third of the cost as well. Major

Dave Davis was accepted to attend The National Police and Fire Chaplain Academy class
starting September 23a, 2018 and requested financial support from the Board for this endeavor
to better serve the Kodiak Community as a Police and Fire Chaplain.
Chief Rue presented his PowerPoint handout for June 2018 on the runs/calls/business of the
department.
S. CHAIR PERSONS REPORT
Chair Van Dyke thanked the Chief for hosting the July 4`h gathering along with the blessings of
the new engine and tender and the firemen. He mentioned the report given to the Assembly
weeks ago was well received, but Assembly Member Crow had some questions as to budget and
planning. He spoke with Chief Rue about it and planned on drafting a letter in response to those
questions. He met with Chief earlier and did a walk around the building and talked about getting
security cameras for the building. As IT Supervisor, Paul VanDyke is working with Borough
Staff on getting pricing. Chief Rue explained he was concerned about the amount of thefts going
on and did not want to take the chance.
a. FY2019 Purchases - Chair Vandyke recapped on the capital expenditure list. $180,000 listed
for buildings. $100,000 for Plymovent System, $60,000 for paving and $20,000 for the new
boiler. A grant was submitted for Plymovent System, but no response back yet. Discussion
ensued on paving contractors. Also listed were $10,000 for new lighting and $10,000 for pump
maintenance on engine 10.
b. LED Light Info. — Chief Rue reported on replacing lighting for the Bayside building
changing from halogen lights to low wattage LED lights. The Board suggested getting more
information before moving forward. Chief Rue will gather additional information and present to
the Board.
c. Salvation Army Request — The Board agreed to fund one third of Major Davis's expense to
attend the National Police and Fire Chaplain Academy Class.
WALTON MOVED to approve funding a third of Major Dave Davis' expenses to attend the
National Police and Fire Chaplain Academy on September 23, 2018.
ROLL CALL VOTE ON MOTION CARRIED UNANIMOUSLY.
Board Member Carstens commended Major Dave Davis for all the work he has done for the
community.

d. SCBA Info.
Justin Thran presented the Board with the SCBA costs. The Department is looking to get rid of
60 bottles, 23 packs and 41 masks. Discussion ensued on shipping and storing of SCBA
equipment.
e. Boiler Quote for Reference
Chair Van Dyke reported $20,000 is budgeted for a new boiler. Premier Mechanical provided a
quote dated January 2018 of $18,804.00. KIB now has a new plumbing contractor for FY 2019.
Discussion ensued about the new contract and what type of boiler to purchase. Chief was
directed to get quotes and gather information on the System 2000 versus a cast iron boiler.
E Building Residing
Chief Rue mentioned he talked to Engineering & Facilities Assistant Director David Conrad and
Projects Assistant Kat Maker before new Director Phil Kovacs arrived about getting an RFP just
like what was done at Women's Bay Fire Dept. Chief Rue would like to start getting it ready and
work with the Board to get it out before the years end.
g. Battery for COMM 12
Board Member Dolph reported the battery for the communications 12 went dead due to a mishap
and the cost to replace it was about $800 each. He mentioned two of the batteries for the bus
went dead and have not yet been able to test the status.
