BETWEEN THE
KODIAK ISLAND BOROUGH
AND THE
CHINIAK COMMUNITY FORUM
The Kodiak Island Borough and the Chiniak Community Forum wish to
establish a coordinated procedure for the maintenance of Silver Beach Park
and the Chiniak School Park. This Memorandum of
Agreement sets out the procedures for this maintenance.
Since these are new Borough parks facilities, there has been no direct
maintenance for these parks by the Borough. The Chiniak Community Forum
has offered to provide park maintenance with volunteers from the local
community. The purpose of this memorandum is to formalize the maintenance
of Silver Beach Park and the Chiniak School Park by volunteers under the
direction of the Chiniak Community Forum.
OBJECTIVES
1. To ensure regular maintenance of Borough parks in the Chiniak area.
2. To ensure participation of local residents in the maintenance and
development of the parks in the Chiniak area.
3. To provide the most efficient and effective maintenance program for
Borough parks in the Chiniak area.
POINTS OF AGREEMENT
1. The Kodiak Island Borough delegates maintenance authority for Silver
Beach Park and the Chiniak School Park to the Chiniak Community
Forum.
2. The Kodiak Island Borough will provide the equipment and supplies
(e.g., grass seed, garbage bags) necessary for parks maintenance to
the Chiniak Community Forum.
3. The Chiniak Community Forum will maintain Silver Beach Park and the
Chiniak School Park, including but not limited to: garbage and trash
collection and disposal, landscaping and park equipment maintenance.
4. The Chiniak Community Forum will maintain and keep in good working
order the equipment provided by the Borough for park maintenance.
5. The Kodiak Island Borough will remunerate the Chiniak Community Forum
$300.00 per year for the maintenance of Borough parks in the Chiniak
area.
6. This Memorandum of Agreement may be revised by mutual approval of the
Chiniak Community Forum and the Kodiak Island Borough.

Approval of Minutes of Previous Meetings
The members present reviewed each of six sets of past meeting minutes and the
secretary noted the changes and/or corrections. Appropriate motions were made
and seconded, and voted on, to approve the corrected minutes. Vince Walser
was tasked with providing hard copy of the corrected minutes for distribution
to Linda Freed and Leisnoi Corporation. Bill Roberts volunteered to draft
cover letters as necessary.
Crawley Rezone Letter to P & Z
Vince Walser presented a letter stating the Forum's position of non -opposition
rezoning Lot 1 U.S.S. 3471, the Post Office site. Motion was made by Cliff
Stone and seconded by Dave ODell to approve the letter as written. The motion
passed with three board members in favor. Bill Roberts abstained.
Recognition for Bill kirk.
The information was presented that Bill Kirk will be retiring on Friday 03
October, and will be leaving Kodiak on 07 October. Motion was made by Bill
Roberts, seconded by Vince Walser, that the CCF would purchase a Kiana
picture/clock. A second motion was made by Vince Walser, that the CCF would
purchase a plaque and matting for a mint stamp set (donated by Cliff Stone).
The motion was seconded by Cliff Stone, and the vote was unanimous in favor of
both motions. After some discussion, the members present decided that the
festivities and presentation would take place at the Road's End on Saturday,
04 October.
Pasaoshak School Bus Service
Bill Roberts made the motion, that dispersal
to the Chiniak Advisory School Board. Vince
the vote was unanimous in favor.
Library Generator Shed
of the Forum funds be turned over
Walser seconded the motion and
Bill Roberts called for a volunteer work party to build the new generator shed
for the library. The proposed date is Saturday 27 September.
Questionnaires
Vince Walser presented samples of computer outputs that could be used to
illustrate the results of the questionnaire. Cliff Stone suggested that Vince
Walser continue to tabulate the results of the returned questionnaires, and
present these to Linda Freed the next time she attends our meeting.
Comprehensive Plan
After some discussion, the members present decided to hold the next Comp Plan
worksession an Tuesday, 21 October, and that extensive public announcements be
made, as well as invitations to specific concerned parties. Bill Roberts
requested that several specific chores be accomplished by several members in
preparation for that meeting. Cliff Stone volunteered to prepare a list of
goals and objectives. A tentative time frame was discussed, by which the plan
should be essentially complete by December 1986.
Parks Maintenance
Bill Roberts discussed his conversations with the Borough Parks & Recreation
department, with regard to the availability of same annual funds for
maintenance of the Chiniak Community Parks. Cliff Stone made the motion that
we request the sum of $300/year in addition to the purchase of a lawn mower, a
wheelbarrow, and some miscellaneous hand tools. Vince Walser seconded the
motion and the vote was unanimous in favor.
Appreciation for EMS Equipment
Cliff Stone made the motion that he be granted approval to write a letter to
Joan Minks, expressing the gratitude of the community for her efforts in
providing equipment for the Chiniak Emergency Medical Service. The motion was
seconded by Bill Roberts and the vote was unanimous in favor.

New Board Members & Re -organization of Officers
Newly elected board member Dee Schmidt was introduced to the board.
Bill Roberts made the motion that Cliff Stone continue in the position of Vice
Chairman, Vince Walser continue as Secretary, and that Dee Schmidt assume the
position of Treasurer. Cliff Stone seconded the motion. Dee Schmidt admitted
to bookkeeping experience and was willing to accept the position. The vote
was unanimous for approval.
Approval of Minutes of Previous Meetings
After discussion, the members present decided to put this off until the
meeting scheduled for 23 September. The Secretary is to provide copies of
each set of minutes for each board member.
Status of Thumbs Up
Bill Roberts briefed the members present on current developments. Leisnoi
Copporation has also submitted a letter, and Bill Roberts recently had a
personal discussion with Mr. Hawkins.
Recognition for Bill Kirk
Cliff Stone suggested that we should consider a gift and public recognition
for Bill Kirk's efforts on the KEA power for Chiniak project, and the many
other contributions that Bill has made to the Chiniak Community through the
years. Bill Roberts requested that the board members consider appropriate
gifts for Bill, and that this topic be pursued on the meeting scheduled for 23
September.
Dumpster for the School
Hill Roberts made the motion that the Chiniak Community Forum shall pay for
one dumpster, designated for school trash, not to exceed the Kodiak Island
School District contract rate of 533.00/manth. Cliff Stone seconded the
motion, and the vote was unanimous for approval.
Pasagshak School Bus Service
Cliff Stone made the motion that the Chiniak Community Forum shall provide up
to $200.00 for this school year, for the purpose of school bus service to
Pasagshak, but that this payment shall be subject to:
clarification of the current contract
clarification of frequency of service and method of notification of when
for when the service will be needed
Also administration of these funds shall be limited to single monthly payments
from the Chiniak Community Forum.
The motion was seconded by Dee Schmidt. The vote was 3 in favor, and 1
abstention; the motion passed.
New Supplies for the Library Generator Shed
Bill Roberts made the motion that materials for the re -construction of the
generator shed be purchased by the Chiniak Community Forum as needed. Vince
Walser seconded the motion, and the vote was unanimous for approval.
Recreation Committee Guidelines
This topic was tabled, to be discussed at some future date.
Topics from the Floor
Bill Roberts made the motion that Loretta Harris be reimbursed in the amount
of $100.00 for the destruction of her garden. (Topsoil from the garden site
was used in the construction of the new ball field). Dee Schmidt seconded the
motion, and the vote was unanimous for approval.
Anne Balzer requested assurance that close cooperation would be maintained in
the future, with regard to projects that jointly effect the Chiniak Community
Forum and the Library. Bill Roberts agreed to assume the responsibility of
communication with the Library.

A check in the amount of $100.00 was presented to Anne Salzer representing the

All items of business were put on hold until the next meeting. The following
is an approximation of some of the topics presented by Linda Freed, Kodiak
Island Borough Director of Community Development. Questions from the floor
were discussed as part of the presentation, which covered the subjects of the
Chiniak Comprehensive Plan and Parks Development.
Comprehensive Plan
What the Borough is looking for:
That the community has identified the direction in which they want to
develope, and that the community is in agreement with the plan adopted by
the officials.
The goals should be stated, and the objectives that must be accomplished in
order to achieve those goals.
The history of the community
Why the community is trying to achieve their goals - justification and
rationale.
Present the communities definition(s) in the plan, i.e., rural.
Suggestions; Emphasize self sufficiency and low technology. Regulations
that are required in the City of Kodiak may not be appropriate for Chiniak.
Determine which are appropriate and which need to be changed.
Issues that need to be resolved:
Does Chiniak want population growth?
Leisnoi, Inc. — keep them informed and look for commonality with their
plans.
Home occupations
Public Use & Recreation Sites:
Identify recreation sites in the plan. Traditional public use lands
usually take priority to remain public use. There are going to be public
hearings September concerning a requirement for all sub—divisions to
dedicate certain portions for public use.
Zoning:
Ahkiok has adopted the concept of "mixed" land use, and there may be
something of use for Chiniak. Adoption of appropriate sections from other
plans may be beneficial to Chiniak.
Identify areas where development would have minimum impact on the rural
lifestyle of Chiniak. For example, support commercial development at the
Tracking Station Site, vice Roslyn Beach.
Borough Assistance:
Provide meeting minutes to Borough for critique and additional suggestions.
Printing service is available for final presentation. Develop a time line.
Parks Development
The mayoral form of Borough Government has prompted a "can do" response to the
need for parks development. Potential additions to the Chiniak Ball Field
include jogging trails with foot bridges.
The Borough authority for junk removal projects and "squatter" evacuation was
discussed, with regard to Roslyn Beach and Thumbs Up, as well as the conver—
sion of the Manley Site to Silver Beach Park.

The motion was made by Cliff Stone, seconded by Bill Roberts, that the resig-
nation of Patricia Miley, Secretary/Treasurer of the CCF Board of directors,
and the verbal resignation of Bill lark be accepted. The vote was unanimous.
Appointment of New Board Members
According to the by-laws of the Chiniak Community Forum, Section 5, if two or
more vacancies occur simultaneously, public elections must by held to fill the
vacancies. Bill Roberts made the motion and Cliff Stone seconded it, that the
election be held in conjunction with the August 26 State election, and that
the persons nominated be contacted to determine if they would accept the
nomination. The vote was unanimous.
The nominees, as of this meeting are:

A flyer shall be circulated, including the notice that all persons that signed
the original charter, but have not paid their dues yet, should contact any of
the CCF Board members prior to the election.
Designation of New Co-signers for CCF Checks
Bill Roberts made the motion, seconded by Vince Walser, that Vince's name be
added to the signature authority of the CCF checking account. After the
elections, one other board member's name is to be added. The vote was
unanimous.
Parks Development & Maintenance Agreement
Members agreed to table this topic.
Completion of IRS Non-profit Papers
Vince Walser suggested that his wife, Debbi, be asked to finish the papers,
due to her past experience in this area. Items pends Debbi's agreement.
Remuneration to the Library
Cliff Stone made the motion, seconded by Bill Roberts, that the per annum sum
of $100 be offered to the Chiniak: Library Association for the use of the
facilities for CCF meetings.
Appeal of Thumbs Up Decision
The members agreed to meet at Vince Walser's house, at 7:30 Thursday evening,
August 14, to review past events and draft the appeal letter(s), and that the
CCF should advise Leisnoi Corporation of our actions via letter.
Social Get Together
The members decided to hold a community pot luck dinner to celebrate the new
ball field. The date pends actual construction and weather, but the tentative
date is Saturday 23 August.

As you are aware the Community Development Department is assisting the
Chiniak Community Forum in the preparation of a "comprehensive development
plan" for the Chiniak area.
At this time the group is in the process of tabulating responses from the
first questionnaires sent out to local residents via their Chiniak post
office boxes. Additional questionnaires were mailed to all property owners
in the area. A copy of the questionnaire is attached for your information.
As you can see from the attached minutes, Forum members are also in the
process of drafting sections of the comprehensive plan.
Prior to the completion of the first draft of the plan, and the next
meeting of the Forum scheduled for September 23, 1986, we would like to ask
all of you to identify any concerns you might have about the planning
process for the Chiniak area, and/or any issues you feel should be
addressed in the "plan." The Forum is very interested in finding out about
these issuesrp for to investing a lot of time in drafting a plan.

all Chiniak property owners. The content of the Monashka Bay questionnaire
was discussed and adopted in general, with some changes and deletions as
appropriate to Chiniak. It was agreed that the questionnaire should be typed
and sent out by the Chairman.
Cottage Industries
There was considerable discussion on the topic of "Cottage Industries." The
members agreed that this subject should be a separate item, and discussed more
fully at a later meeting.

The community questionaires that had been returned were passed around to all
present for review. It was decided that Vince Walser would be given all
returned questionaires, and be responsible for tabulating the results.
Parks
Bill Roberts presented a letter from Linda Freed, the Borough Director of
Community Development, with reference to park: development for Chiniak.
Bill Roberts suggested that Dave ODell be appointed as the Parks Chairman, to
help co-ordinate the effort for park development in Chiniak.

Thumb's Up
Bill Roberts presented a letter from -Mr. James Anderson, Director of the
Division of Land & Water Management, DNR, which vacated the South Central
Region's denial of the tidal lease for Mr. Huey Deville. The consensus of the
members present was to write an appeal to Commissioner Wunnicke, GNP., and to
Gov. Sheffield. Vince Walser was instructed to send a Mail Gram to
Commissioner Wunnicke, advising her that a letter of appeal would follow.
Fire S Medical
Cliff Stone read a report on the various issues of fire protection for
Chiniak. For the information of the members, Cliff also presented a letter
from KANA, concerning Emergency Medical Service monies being spent on communi-
cations equipment for Chiniak.
Cemetary
Vince Walser raised the question of planning for a cemetary in Chiniak
was given the task of researching the regulations.

A report authored by Woody Konig was read with regard to the recreational use
of lands in Chiniak. A review of the report was held, and the members decided
that some wording may need to be changed, and a provision added for the
procurement of beach firewood.
Public Services
Anne Salzer read her report on Chiniak Public Services,
Public Safety
Bill Roberts gave a report on the Public Safety Office. Also, some of the
Borough employees are helping collect information on various subjects; i.e.,
maps from Bud Cassidy, etc. The issue of speed limit signs and enforcement
was discussed.
Cottage Industry
Larry Tousinant read his partial report on cottage industries, and several
aspects of Ehis issue were informally discussed.
Closing
Bill Roberts clarified the importance of stating goals and objectives in the
Comprehensive Plan; what do the residents of the community want Chiniak to
become in the future.
Vince Walser was given the task of transcribing the various reports, and the
minutes of the past meetings an his computer.
The next meeting is to be held an 5 August, and Linda Freed is scheduled to
attend the 12 August meeting.

The worksession was called to order at 7:40 p.m. by Chairman Bill Roberts.

The resignation of Patricia Miley, Secretary/Treasurer of the CCF Board of
directors, was received.
Trash Disposal
Bill Roberts reviewed the status of the dumpsters; the first bill is due in
the amount of $266.00.
Parks
Bill Roberts presented the plans, for the Borough contract with Mike Anderson,
to do the fill and grade work for the new ball field that will be constructed
at the school. The plan includes provisions for well -head removal, moving the
library generator shed, purchase of a backstop, repair of unserviceable
generators, correct septic tank access.
Felled Trees
Pete Harris asked questions concerning the status of the trees cut by Fishbach
4 Moore for the KEA power line.
12 August Meeting
Linda Freed, the Borough Director of Community Development, will attend the
next meeting to discuss the Comprehensive Plan. The meeting is to commence at
7:30 and will be held in the library.
Newcomers
A quick review was presented for those members present who were not familiar
with what the Chiniak Community Forum has been doing.
Board of Directors
Bill Roberts will distribute notices for a special meeting of the CCF Board of
directors, to be held at 7:00 p.m. on 12 August, prior to the Comprehensive
Plan meeting.
Closing
gill Roberts suggested that all board members should have co -signature
authority so that the CCF can pay bills in an e::peditious manner.
