MINUTES I April 24, 2018 Regular Meeting 6:30 p.m.-KIB Conference Room CALL TO ORDER CHAIR SALTONSTALL called to order the April 24, 2018 regular meeting of the Parks and Recreation Committee at 6:30 p.m. ROLL CALL Committee members present were Patrick Saltonstall, Helm Johnson (late), Ben Millstein, Steve Pauson, Paige Simeonoff, Bobby Bassham, and Shane Thompson. Ex -officio members present were ?. Absent ex -officio members were ?. A quorum was established. Community Development Department staff present was Daniel Mckenna-Foster. APPROVAL OF AGENDA COMMITTEE MEMBER MILLSTEIN MOVED to approve the agenda as submitted. VOICE VOTE ON MOTION CARRIED UNANIMOUSLY MINUTES OF PREVIOUS MEETINGS Regular meeting of: • March 27, 2018 COMMITTEE MEMBER MILLSTEIN MOVED to approve the previous minutes. VOICE VOTE ON MOTION CARRIED UNANIMOUSLY AUDIENCE COMMENTS AND APPEARANCE REQUESTS None OLD BUSINESS A) Parks & Rec Comp Plan: Thinking About Visioning Discussion of the members visions. NEW BUSINESS A) Review of Parks & Recreation Committee Duties: KIBC 2.120.010 Mckenna-Foster said this is what the committee is empowered to do. We need to look at this once in a while to remind us what our duties are. EX -OFFICIO MEMBER GRONN said he finds it aggravating that he is a non-voting member. He doesn't know what it takes to be a voting member, but he would like to be. It makes him reluctant to want to engage because he can't even vote. B) Volunteers and Trail Management Mckenna-Foster said a couple weeks ago there was a wind storm and the borough had to do an RFP to get the trails fixed. One thing in the Trails Plan was forming a volunteer organization that can do the trail maintenance. Sometimes there are recreational needs that need labor and there is a source for that labor but we aren't really connecting those. There are people interested in doing that kind of work but the borough ends up spending money when there's probably someone that would go do it. Mckenna-Foster also said that he and GRONN were talking and the city does a lot of maintenance but they don't really know about the Parks and Recreation Committee's priorities so there might be some possibilities for some overlap there if the committee says this year we want to do this, this, and this and maybe the city is in the area that day and they can do something like that. Engineering and Facilities spend $140,000 a year working on playgrounds. They are doing recreation work too but they have no connection with this committee and those resources. The E&F Director told him that Parks and Rec never talks to him, he could give them money if they had a wish for something but he's never heard from them. He and the director were talking about in the Fall of each year get Resource Management, the City of Kodiak, Engineering and Facilities, and everybody together to say these are our priorities and we want to see if you ever have some extra funds, time, or people maybe you could throw it at clearing this trail or fixing this playground or doing this, this, and this rather than all these different groups working towards the same ends. COMMITTEE MEMBER SIMEONOFF said when the Panamaroff playground was replaced in Bells Flats people volunteered to use their chainsaws to clear brush and stuff like that but were told no because of the liability to the borough. Mckenna-Foster said the way we do it with wood clearing when someone comes in to get a wood clearing permit they basically just have to sign the liability form. VOICE VOTE ON MOTION CARRIED UNANIMOUSLY AUDIENCE COMMENTS None COMMITTEE MEMBER'S COMMENTS Cory Gronn said that we are all going to come up with a vision statement that we will approve at our next meeting, that is our goal.
