A special meeting of the Kodiak Island Borough Assembly was held on May 15, 2018, in the
Assembly Chambers of the Kodiak Island Borough Building, 710 Mill Bay Road. The meeting
was called to order at 6:30 p.m.
Present were Mayor Dan Rohrer, Assembly members Kyle Crow, Julie Kavanaugh, Rebecca
Skinner, Scott Smiley, Dennis Symmons, and Matthew Van Daele. Also present were Borough
Manager Michael Powers, and Borough Clerk Nova Javier.
VAN DAELE moved to excuse Assembly member Schroeder who was absent due to personal
leave.
VOICE VOTE ON MOTION CARRIED UNANIMOUSLY.

CONSIDERATION OF MATTERS IN THE CALL FOR THE SPECIAL MEETING
PUBLIC HEARING
Ordinance No. FY2019-01 Levying Taxes On All Taxable Real And Personal Property
Within The Kodiak Island Borough For All The Expenses And Liabilities Of The Kodiak
Island Borough For The Fiscal Year Commencing On The First Day Of July 2018 And
Ending On The Thirtieth Day Of June 2018 (Fiscal Year 2019 Budget).
The motion on the floor was to adopt Ordinance No. FY2019-01 VERSION 2.
General Fund 1.10 mills
Education Support 6.90 mills
Debt Service 1.87 mills
R&R .88 mills
VAN DAELE moved to amend the mill rates as follows:

ROLL CALL VOTE ON MOTION CARRIED FOUR TO THREE: Kavanaugh, Smiley, Van Daele,
Rohrer (Ayes); Crow, Skinner, Symmons (Noes). Mayor Rohrer broke the tie.
SKINNER moved to amend the budget to add to the Borough Clerk's Department $6,000 to cover
a contract amendment that is anticipated to be approved and this amendment would also add
back the publication and distribution for the Borough election pamphlet.
ROLL CALL VOTE ON MOTION CARRIED UNANIMOUSLY: Kavanaugh, Skinner, Smiley,
Symmons, Van Daele, and Crow.
SMILEY moved to reduce the assembly stipend by $21,000 to cover for the Teen Court, Special
Olympics, and Red Cross rent.
CROW moved amend the amendment by completely eliminating the assembly stipend.
ROLL CALL VOTE ON MOTION FAILED: Crow, Smiley, Van Daele (Ayes); Kavanaugh, Skinner,
Symmons, Rohrer (Noes). Mayor Rohrer broke the tie.
ROLL CALL VOTE ON MOTION TO REDUCE THE ASSEMBLY STIPEND FAILED: Smiley, Van
Daele (Ayes); Crow, Kavanaugh, Skinner, Symmons (Noes).
VAN DAELE moved to amend the mill rate for the Mission Lake Tide Gate, Line 64 of the
ordinance from 1.00 mills to .25 mills.
ROLL CALL VOTE ON MOTION CARRIED FOUR TO TWO: Symmons, Van Daele, Crow, Smiley
(Ayes); Kavanaugh, Skinner (Noes).
VAN DAELE moved to amend the mill rate for the Monashka Bay Road Service Area, Line 58 of
the ordinance from 2.50 mills to 2.00 mills.
ROLL CALL VOTE ON MOTION CARRIED FIVE TO ONE: Van Daele, Crow, Kavanaugh,
Skinner, Smiley (Ayes); Symmons (No).
KAVANAUGH moved to reconsider the vote taken on the amendment proposed by Assembly
member Van Daele.
ROLL CALL VOTE ON MOTION TO RECONSIDER CARRIED FOUR TO TWO: Crow,
Kavanaugh, Skinner, Symmons (Ayes); Smiley, Van Daele (Noes)
The amendment proposed by Assembly member Van Daele to amend the mill rates as follows
was back on the floor.

The Assembly heard comments on Ordinance No. FY2019-01 from the following: Aaron Griffin,
Scott Arndt, Pat Holmes, and Duncan Fields.
Mayor Rohrer closed the public hearing.
ROLL CALL VOTE ON THE MAIN MOTION CARRIED UNANIMOUSLY: Smiley, Symmons, Van
Daele, Crow, Kavanaugh, and Skinner.
2 Resolution No. FY2019-01 Establishing the Minimum Amount of Funds to be Made
Available From Local Sources for the Kodiak Island Borough School District for the
Fiscal Year Beginning July 1, 2018 and Ending June 30, 2019.
VAN DAELE moved to adopt Resolution No. FY2019-01.
KAVANAUGH moved to amend Resolution No. FY2019-01 as follows:
Line 42, change the amount of $10,196,594 to $9,656,244
Line 49, change the amount of $10,430,594 to $9,890,244
