CALL TO ORDER
CHAIR SALTONSTALL called to order the February 27, 2018 regular meeting of the Parks and
Recreation Committee at 6:32 p.m.
ROLL CALL
Committee members present were Patrick Saltonstall, Helm Johnson, Ben Millstein, Paige
Simeonoff, Bobby Bassham, and Shane Thompson. Absent was Steve Paulson. Ex -officio
members present was Corey Gronn. Absent ex -officio members were Dennis Symmons, Ron
Bryant.
A quorum was established.

Community Development Department staff present was Daniel Mckenna-Foster.

A) January 23, 2018 Regular Meeting

OLD BUSINESS
A) Termination Point TMO
The committee wants to address TMO's at the end of the meeting.
B) Memo Regarding Lake Miam
Mckenna-Foster stated this is the draft memo for Lake Miam.
Discussion of a borough owned easement and the memo.
C) Memo Regarding Borough -owned lands at Chiniak
Mckenna-Foster stated the borough doesn't have a plan with what to do with Chiniak logging
roads. This would be a good opportunity to establish this as a recreational area. The memo is to
get people thinking about it. We'd like to work with the Resource Management Officer, any other
departments, committees, and commissions to explore the possibilities for this site for recreation.
This is the first step in establishing the logging roads as a recreational site in the future.

D) Parks & Rec Comp Plan: Needs Assessment & Working with the City
Mckenna-Foster said this week the assembly will be voting on the resolution to recommend that
this committee move forward with the Parks and Rec Comprehensive Plan. This document and
memo is about setting the level of service demands that we want for Kodiak. He provided
examples of what other small communities in the lower 48 has done.

NEW BUSINESS
A) Next Trails Summit
CHAIR SALTONSTALL said that Island Trails Network expressed interest in hosting the Trails
Summit for the borough, and he doesn't know how everyone would feel about it.
During discussion, there was consensus to hold the next trails summit on October 231
B) Trails Access, Maps, and Ownership (Pillar, Buskin, Boy Scout)
Mckenna-Foster said the GIS Analyst wanted to talk about but she didn't show up. This was at
the time of the closure of the Pillar Mountain Road.

C) Killarney Hills Master Plan Process
Mckenna-Foster said the meeting is on Thursday at 10 a.m. We have invited all agencies,
committees and boards, assembly, all the builders in town. It's the same information as we
presented at the meeting at St. Mary's. We have an updated map that shows here we had 211
acres privately owned property and now we have 220 acres of privately owned property. The
purpose of this meeting is to inform all the agencies and solicit feedback.

COMMITTEE MEMBER'S COMMENTS
Ben Millstein welcomed the new members.
Corey Gronn said in reference to TMO's, he would like this committee to consider talking to ITN
to help take over TMO's on behalf of the borough and represent them. They have the expertise,
they are the ones who search for grant funding, they are, let's face it, ITN is doing the trail work
for the borough. He doesn't see why when a TMO is finished through ITN maybe it can come
back to this board for approval instead of doing TMO's in this committee. He doesn't know if it's
possible, he doesn't know what the jurisdiction is, he doesn't know if it is something they desire
but ITN has the pulse on all the trails period. They know what the needs are.
Patrick Saltonstall said he thinks the borough has to do the TMO's but he thinks the Trails
Summit is something that ITN could do, it would take a lot of the work off the borough. It would
help ITN and it would help the borough.
Corey Gronn stated ITN could come to give Mckenna-Foster a stack of TMO's and say he's got
these TMO's and a cover memo with some of the items they recommend the borough considers
for projects as they are moving forward. Gronn welcomed the new members. He also looks
forward to working on our Comp Plan.
Patrick Saltonstall said he's glad we did the TMO's.
