FOSC Admiral Ciancaglini: Discussed the requirement for a
permit for the incinerator operations at Malina Bay. It will
require a US Fish and Wildlife permit and as explained by Paul
Burke of U.S. Fish and Wildlife Service, assessments were
definitely required. It was a rather arduous process but it
could be accomplished. The Admiral stated he had faxed the
problem of the relocation of the incinerator to the Commandant
at midnight following his meeting with the people in Port Lions
last night. He stated that the processing of the permit would
receive highest priority.
Paul Burke then explained the requirement for the permit was
regulatory and not just of an environmental nature.
The Admiral further explained the concerns of the people of Port
Lions.
Linda Freed expressed the Borough's appreciation of the
Admiral's efforts to resolve the conflict.
The Admiral stated we've got to resolve the issue as best we
can, as expeditiously as we can, and hopefully, to the
satisfaction of all people.
Linda Freed provided information regarding the Borough's ongoing
plans to accomplish cleanup work that may be feasible when Exxon
is gone.
It was announced the Exxon demobilization plan will be available
Saturday, August 19.
ADEC, Arnie Shryock discussed very briefly the incinerator and
his confidence in the air quality evaluation aspects of the
process and the ADEC personnel who evaluate such. ADEC will be
focusing survey work on those areas that need more careful
attention ie, type "B" cleanup. They will be arranging for more
agency personnel to accompany them on the surveys and invited
their participation.
City of Kodiak, Noreen Thompson explained her intermittent
involvement and informed the Admiral that she wished he was the
Commander instead of a coordinator and expressed the concept
that legislation may be in order to change the role of the FOSC
to that of commander to enhance control. She stated that her
observations included so many missed opportunities since tq1 9 8 1
