BRODIE: Up date on flights.
MADDEN: H3 flight around Island. Bureau of Land Management plane flying
Katmai coast and a Falcon out now. Will have report in the morning.
SELBY: Sheen and mousse in Sukoi Bay and Big River. A boat in Kukak Bay
verified tar balls. Any word from Shuyak on clean up?
MADDEN: Still collecting. Have used up a couple hundred bags. Wind changed
and it shifted. Also are booming in Shannigan Bay. Boats left with vapor
material to hang booms across at Portage. Replacement vessels headed out
Katmai coast. We are in cargo vessel mode of resupplying. Looking to get more
people at Shuyak.
WADE: Hope we will have response team ready tomorrow. They will go to Big
Fort. Some additional seine boom and additional people as soon as ready to go.
SELBY: Apparently what we are getting are chunks of tar balls.
MADDEN: Found oil under a tide change layer. Just one bay inspected. Mousse
floating around. Only area except for Middle Cove in Sukoi Bay. On
Panamaroff, it's just tar balls.
SELBY: One of our suggestions to Jim (Wade) is to take tar balls around to
show kids so they won't mess with them. Any report on Russian skimmer and Mr.
Clean III.
MADDEN: I don't believe they are sucking yet. A dredge is sucking up from
bottom of oil, and it's suppose to be working great. I haven't heard a report
that the barges did not show up.
BRODIE: Are they able to separate oil and water?
MADDEN: They are getting the head right up there and are getting good
percentage of oil. Kodiak boats are doing a great job over there towing that
mousse. NOAA boat just left to take the place of the Midget. The 12 boats are
probably enough right now.

SELBY: If they get the Russian skimmer, they might want more boats.
WADE: The bird rehabilitation center is making progress. They are moving
right along. The folks at Port Lions have beach surveillance for oiled birds
and are on payroll. Port Lions made a request for 3,000' of log boom. We
discussed it with the Lt. We have some boom in that area and more coming in.
MADDEN: 2,400' of 24" is coming in tomorrow, and it will be going to Port
Lions.
WADE: The log boom will only be effective for a week or two, and we feel it
can be covered with conventional boom. The folks are concerned and Fred
(Byars) is going to there and talk to them.
MADDEN: The boom can be deployed quickly if needed. Ouzinkie got 2,000' of
18" this morning.
WADE: We located a 40' landing craft to collect the oiled nets. However,
it won't be deployed until May 5. No other landing craft available. I was
told VECO would have containers possibly available at the docks for collecting
nets. A later development, they have asked us to try and locate an area where
a pit could be built and lined to contain soiled nets until they can be
transported elsewhere.
KLEIN: The City and Borough will have to review plan.
WADE: NORCON will do it. We will talk about it.
BRODIE: What about dumpsters?
KLEIN: It would have to be approved and covered.
SELBY to KLEIN: Earlier we were told you would have 40' containers
available.
KLEIN: I am not sure.
WADE: That is what NORCON told us.
SELBY to KLEIN: We were told a burn site near Anchorage would be approved
by the DEC.
KLEIN: Exxon needs to outline a proposal and present that to us for
approval.
WADE: I think that has been done in Valdez.
KLEIN: From a logistical standpoint, it makes sense to transport it to one
site. I will check on that.
DISCUSSION ON DISPOSAL.

KLEIN: I will put NORCON in touch with DEC to prepare approved facility.
The multi -agencies met today to further discuss cleanup guidelines, and the
decision was when an impacted beach is identified, a multiple effort be put
together to assess findings for resources, impact, and finding specific
guidelines. Each agency will be preparing guidelines outlining their preferred
cleanup methods, and if the agency is not available, it will be provided to the
Coast Guard. Also, we have obtained a resource and assessment form from the
Valdez office and Bill Ashton. We will modify it for Kodiak's use.
SELBY: We would like a typed report. (Was handed a prelim by Cordell Ray)
KLEIN: The next step is just the resource assessment to provide guidelines
by noon tomorrow and to ensure they have contact on file at the command center
and any resource priorities they have are on file to map Coast Guard to
determine resources to protect. We have a person who has been working today to
identify a type of work product we will have available, each evening, of
confirmed sightings. I have also requested an additional person. to track
outlying areas where assessments have been completed and a separate for where
cleanup is. (Showed sample). I will have target cleanup and guidelines for
tomorrow's meeting.
BRODIE: We need to change tomorrow's meeting to 6 o'clock, immediately after
Congressman Young's reception.
SELBY: (Invited all agencies to the reception). Congressman Young's
contingent wants to meet with all agencies.
DISCUSSION ON WHAT CONGRESSMAN'S GROUP WANTS TO DO AND SEE.
FISH & WILDLIFE: Talked to Ten Bears this morning, and they hadn't seen
nothing more. Checking in Shuyak Strait and Big Fort Island and Afognak. They
couldn't fly to check collared sea otters as it was too windy.
MADDEN: In regards to meeting tomorrow, has the word gotten out to villages.
SELBY: We invited villagers for tomorrow and Saturday. People had already
contacted a number of people in town.
GOULD: On training villagers in terms of what to do with tar balls, have you
considered that anymore?
WADE: Yes, we think it's a very good idea to do that. We will have to work
with VECO, Linda (Freed), or Dolly (Rett).
SELBY: Dolly (Reft) would be best.
WADE: Will try and get a few in at a time and go through training as to
what they might expect.
DAN JONES: We are going to Port Lions tomorrow. We will work it on the
basis of need. Will try to implement the needs of three villages --Larson Bay,

Karluk, and Akhiok. Seems to be a need for us to do more for communication for
training because in the event we couldn't deploy something, they will have
training to start themselves. We will identify people and get them in here for
VECO to meet.
GOULD: I am concerned about Port Lions and Ouzinkie.
WADE: We are in contact with Port Lions and they need direction.
DISCUSSION ON NEEDS OF VILLAGES AND WAYS OF HELPING BY EXXON AND COAST GUARD.
SELBY: The tar balls look like they are coming down the west side. Any
resolution with mobile boat washing.
WADE: I don't see a problem with it.
MADDEN: We set up an emergency one on base for the buoy tender.
CORDELL RAY: The superintendent reported seeing a sheen, mousse, and what
appeared to be tar balls from Sukoi Bay to Big River. (Report was given to
Mayor Selby).
EMERGENCY SERVICES: I have been asked to make a determination if there are
any holes in communication efforts for the oil spill.
SELBY: North side of Shuyak--Ten Bears.
EMERGENCY SERVICES: Telecommunications will come in and do an assessment if you
are interested.
SELBY: Let's try here before we start with this.
