" = " Thursday, October 22, 1981 at 9:20 p.m. after four twenty-five minute pre-
sentations had been made in regards to the Upper Mill Bay School Complex
Master Plan. :The following people were in attendance at the meeting:

Mr. Coleman reviewed the presentations made by CTA Architects and Engineers
of Billings, Montana; Environmental Concerns, Inc. P.S., Anchorage, Alaska;
Haeg-Bettis Associates, Anchorage, Alaska; TRA -Farr of Anchorage, Alaska.
After considerable discussion by the Architectural Review Board, it was the
unanimous consensus that CTA Architects and Engineers should be recommended
by the Board to conduct the master plan development. Mr. Coleman noted that
this recommendation would be forwarded to the School Board for their meeting
on October 26th and to the Borough Assembly for their meeting on November 9th.
The Architectural Review Board also discussed the feasibility of acting as
a screening committee for other Borough projects, such as'the upcoming Island
Lake Water and Sewer Project as well as the Hospital Master Plan Study.
The group agreed that it was their responsibility to review such major pro-
grams and also suggested that they take a more active role.in major change
orders being proposed.
Mayor Herrnsteen expressed his appreciation for the time expended by members
of the Architectural Review Board and encouraged them to become even more
involved in future projects, such as the Island Lake Water and Sewer Project.
He also encouraged the Board to be aware of maintenance or lack of maintenance
and to be prepared to review and comment on these matters. He then suggested
that the School Administration could submit a list of major maintenance items
being considered under next year's budget for review by the Architectural
Review Board prior to budget approval.
Chairman Coleman requested that Mr. Shealy send letters to the four firms
which had made presentations tonight, thanking them for their cooperation,
as well as sending a recommendation to the Borough Assembly and School Board.
There being no further business, the meeting adjourned at 10:30 p.m.
