Architectural Review Board - Minutes - December 22, 1981
Chairman Wayne Coleman called the Architectural Review Board to order
on Tuesday, December 22, 1981 at 7:15 p.m. in order to complete the
final review of the construction drawings and specifications for the
T High Sc)pol Swimming Pool Replacement. The following persons were in
attendance:

Mr. Coleman then threw open the meeting for recommended changes or
concerns of the members based upon their review of the documents during
the past week. The following list reflects the comments by those -present
pIus'written comments by Ed Kozak; Bryce Gordon, Building70fficial, and
Erin Devoto and Ray Camardella, Construction Inspectors:
Mechanical
1. Detail valve operators for simultaneous operation.
2. Provide duplex strainer before main circulation pump instead
of single unit.
3. Provide better trench drain details to show required elevations.
4. Install valves on supply and return boiler.water lines to limit
amount of interruption.
Electrical
1. Specify corrosion resistant enclosures.
2. GFI protection should be provided for all electrical, either
individually or entire panel.
3. Detail grounding methods: especially gutterways, pumps, electrical,
and dissimilar metals.
4. PVC conduit is not allowed in accessable areas - recommend PVC
coated rigid conduit.
5. Detail electrical controls.
6. Consider inclusion of security alarm for chlorine room.
7. Split lights 1/3 on one circuit with regular switch and 2/3 on
second circuit with key switch. Quartz lights should be on
1/3 circuit.
8. Use atomic exit lights if existing need replacement.
9. All conductors must be copper wire.
10. Specify Johnson pneumatic controls only. This is what is in use
now for this facility.

a. Dashed lines are confusing - identify items to be removed.
b. "See Sheet E-3 for Identification of Symbols" should be E-2.

a. Chlorine detector should have backup DC electrical system.
b. How is power run installed and from where the electrical lights.
c. Emergency light symbol is not listed in legend.
d. Should there be a fire alarm in main pool area.

a. Enlarged mechanical room layout is very confusing -
(1) Dashed lines - remove or existing?
(2) 4 #4 in Vz% has both solid and dashed lines.
(3) It appears that it would be better to put sub -panel in the
mechanical room and feed each pump accordingly.
(4) Where is the "GP -25" panel located.
b. Should chlorine room system be on its own circuit rather than
connected to existing outlet? �`
c. Main Level Power U
(1) 5 #4 in 1'% feeds 3 combination magnetic motor starter/discon-
nects - how and what size?
(2) Where is GP - 38 located?
Architectural
1. .Sheet A2 of 5
a. Note on basement plan specifies 4" leveling course while the
foundation notes indicate a 6" leveling course.
b. Better steel details are needed for working drawings showing
cantilevered wall connection to slab for position of bars.
(2/A2 and 3/A2)
C. Detail 8/A2 does not show size of opening. Can an aluminum
cover be used? A 5" concrete slab will require special hoisting
apparatus.

a. Pool Section reference to detail 2/A3 at step in south end wall
should be an entirely different detail.

b. Detail 4/A3 is shown as typical for the northwest and
northeast vertical corners of the pool. What about the
southwest 5 southeast corners.
c. Detail 4/A3 does not realy apply to the horizontal joint in
deep part of the basin.
d. How do Details 1/A3 and 2/A3 relate to the surge tank access
door and the filter tank access hatch?

a. Relocate door of chlorine room to north wall.
b. Detail chlorine bottle storage better - maximum of two bottles
per closure but preferably individual closures.
c. Delete bracket -for base of bottles in Detail 19/4.
d. How will water off shed roof be handled just outside the fire
exit?
General
1. North arrow on plot and floor plans differs by 90°.
2. We don't know specific ground water conditions, but water does flow
into sump after pool is drained according to KIBSD maintenance people.
Should make specific mention of potential problem to possibly avoid
future claim.
3. Section 01400 implies the owner will pay for testing while Section
03010 implies contractor will pay for testing.
4. Are there any special requirements for storage and use of soda ash?
5. Change markup allowance for force account or change orders to max-
imum of 10% for both sub -contractors and prime contractors.
In addition, there was considerable discussion about locating the chlorine
room outside the emergency fire exit, which resulted in the conclusion
that there should be no problem since any chlorine leaks would be dissapated
in the outside air by the exhaust fan and no serious danger would then exist.
The Board instructed Mr. Crowe to forward the comments and recommendations
to CTA for inclusion in the final documents, and to use his best judgement
in considering any return comments from CTA, or contact specific members
of expertise for assistance.
Mr. Crowe then asked each board member to take a copy of the Kodiak Island
Borough Long Range Plan for review prior to the consultant interviews on
January 12, 1982.
The meeting was adjourned at 3:30 p.m.
