K©DIAK ISLAND BOROUGH r Architectural Review Board - Minutes - February 11, 1982 Chairman Wayne Coleman called the Architectural Review Board to order on Thursday, February 11, 1982, at 7:30 p.m. in order to hear a presentation on DOW IRMA roof system. The following persons were in attendance: Wayne Coleman, Phil Shealy Art Bors Ron Chase h Dave Waldron DOW Representative C It was noted that Jerry Gudenau, Northern Exploration & Equipment Company, is proposing to change the type of roofing on the High School project from the specified Carlisle system to the IRMA system. Both systems use an elastic waterproof membrane with ridged insulation but the IRMA has the advantage of` placing the elastic waterproof membrane under the insulation thereby not exposed to extreme temperature changes, traffic on the roof, and the ultraviolet light which tends to cause deterioration of the system. Gregg Strom of Hagg -Bettis has recommended that we accept Mr. Gudenau's proposal to provide the same roofing system that was specified for the hospital roofing project. This change, if approved, will increase Northern Exploration & Equip- ment Company's contract from $365,429.00 to $390,089.00 and the project budget shows $425,000.00 for construction with an additional $51,000.00 for contingenices funds. Mr. Strom recommended that this change be made shortly before the project was originally bid but this was not done due to the time involved in making the change requiring a delay in opening bids. On July 31, 1981, Hagg -Bettis was instructed to investigate this roofing system for the Hospital. This was done, and the Hospital repair project was ultimately bid specificing the IRMA roof system. The DOW representative then showed a film regarding the IRMA system and noted that he had met that afternoon for three hours with various representatives of the maintainance staff, government personnel of the Coast Guard Center, the Borough and the City. He, further, noted that the••IRMA roof has been used by the University of Alaska for seventeen years and in numerous applications including the Kodiak Community College Adult Learning building currently under construction and will be used by the Coast Guard Station later this summer. Chairman Coleman noted in that there were only three voting members at the session, it would be wise to contact the missing members and ask them to attend a session to discuss this prior to initiating any action. It was agreed to meet Saturday, February 13, 1982, at 8:00 a.m. in order to come to a congenses regarding sub- situting the IRMA roof for the Carlisle system on the High School.
