The Architectural Review Board met at 7:30 p.m. on July 28, 1982 in the Borough
conference room to review various projects. The following persons were in attend-
ance: John Witteveen, Art Bors, Ron Chase, Wayne Coleman, Carolyn Brisco, Phil
Shealy, Dan Van Wieringen, Jim Olson, Scott Arndt, Lou Schneider and Dave Waldron.
Staff reviewed the Junior High School project and recommended having the plans
checked by ICBO for an amount not to exceed $10,000. Discussion followed. Mr.
Olson moved to recommend to the Assembly that the Junior High School project plans
be checked by ICBO in an amount not to exceed $10,000. Motion seconded by Mr.
Witteveen and approved unanimously.
Staff reviewed the fence around the Main Elementary sunken playground. Mr. Coleman
noted the fence was bout 32 inches high while the sunken play area is 19 feet deep.
A committe canprised of Mr. Arndt, Mr. Bors, Mr. Witteveen and Mr. Waldron was
appointed to review the matter and report back to the ARB.
Staff reviewed the relocation of utility lines at Main Elementary School. Glacier
State will move the telephone cable at a cost not to exceed $22,186; KEA will
relocate the power line at a cost not to exceed $34,800.
Staff reviewed KIB efforts to recover monies due to design errors (swimming pool)
by CTA and damage to the retaining wall at Main Elementary by Rogers & Babler. No
action necessary.
Staff reviewed the village playgrounds projects. Playgrounds at Old Harbor, Larsen
Bay, Port Lions and Ouzinkie schools will be constructed at an estimated cost of
$35,000 per site and will be included in one contract to equip, install and complete
the gravel surface. The city schools at East Elementary and Peterson schools will
be constructed at an estimated figure of $65,000 per site. Motion was made and
seconded to recommend the Assembly advertise for construction of four village school
playgrounds (Old Harbor, Larsen Bay, Port Lions and Ouzinkie) in one contract at an
estimated cost of $35,000 per site; recommend the Assembly advertise for construction
of two city school playgrounds (East Elementary and Peterson Elementary) in one
contract at approximately $65,000 per site. Motion approved unanimously.
Staff noted that the Borough is ready to advertise for two fire trucks at an
estimated cost of $80,000 per truck.
Staff noted that the Borough is ready to advertise for construction plans for the
Chiniak School before September 1, 1982 and will request a special assembly meeting
to award the contract. Staff also noted that the water gallery investigation is
complete and the school will be nearly identical to Karluk. The ARB and School
Board requested to review the plans prior to August 15th. Mr. Schneider moved to
recommend going to bid on these items subject to ARB seeing plans and specs prior
to going out to bid. Motion seconded by Mr. Arndt and approved unanimously. Mr.
Witteveen suggested as an alternate to install a gym floor of poured vinyl.
Staff reviewed the delays at Akhiok school and noted the estimated completion date
to be in late September.
Mr. Waldron reviewed the Status Report.
Staff noted that in A&E selection and professional engineering services contract
administration procedures for small Borough projects or studies, KIB will use at
least three professional firms and distribute contracts out to them based upon a
time limit and maximum dollar value. The ARB discussed that such contracts between
1 $5,000 and $15,000 would be let without coming back to the board; contracts

of $15-25,000, with approval of ARB; and contracts above $25,000 must complete
the full selection process. No action was taken.
Staff reviewed KIB hospital repairs. The A&E estimate is $129,000. Mr. Olson
moved to recommend accepting the low bid by J. H. Kelly for $96,475 with Alter-
nate fl for $9,500 and Alternate k2 for $4,850 assuming the background check is
satisfactory. Motion seconded by Mr. Witteveen and approved unanimously.
Staff reviewed the Old Harbor School re -siding. Mr. Witteveen moved to recommend
awarding the bid to H. H. Construction Company of Wasilla in the amount of $89,812
(the A&E estimate was $110,000). Motion seconded by Mr. Arndt and approved
unanimously.
Fire Stations - A meeting was set for 10 a.m. Saturday, July 31, 1982 with the
ARB and architect who put the package together to meet with both Fire Districts
in order to make recommendations to the Assembly.
ARB reviewed with Mr. Van Wieringen the metal storage building at the hospital.
He noted that a separation wall would be desirable in the shop area as well as
installation of a different type of furnace. The ARB also reviewed with Mr.
Van Vieringen the handicapped entrance at the hospital. Mr. Van Wieringen
recommended changing the design of the ramp to eliminate the switchback. The
ARB concurred in changing the ramp and moved to recommend going out for bid.
Motion seconded and approved unanimously.
There being no further business, the meeting adjourned at 10:15 p.m.
