1982-12-07 Regular MeetingUA Minutes Service District No. 1 Sewer and Water Improvements -Project #82-1 1A joint Architectural Review Board/Service District No. 1 meeting was held on December 7, 1982 at 7:00 p.m. to approve plans and specifications for water and sewer improvements proposed in Service District No. 1. The following persons were in attendance: Ron Chase, ARB; Phil Shealy, KIB; Stu Turner, URS engineer; Larry Monroe, City of Kodiak; Jim Poulos, Service District No. 1; Art Bors, ARB; Carolyn Briscoe, Service District No. l; Pat Briggs, P & Z representative and resident of the area; Dave Crowe, KIB; Norm Wooten, Service District No. 1; Ed Kozak, ARB; Scott Arndt, ARB and Service District Wo. 1; and Wayne Coleman, ARB. Mr. Crowe, Borough engineer, reviewed the attached memorandum dated December 7, 1982 as .well as the plan review sheets detailing the project in segment No. 1. Discussion followed and Scott Arndt stated that there was need to add approximately 3000 lineal feet of sewer in the Island Lake Road from the Mill Bay cutoff due to the fact that this segment of road will be taken over by the State and resurfaced in the near future as well as the fact that it will be much more costly and difficult to install a sewer line parallel to the water line planned to be constructed in this road segment. Other discussion centered around the need for a Palmer-Bowlus flume for sewage metering as requested by the City. Discussion followed on both matters and Scott Arndt moved to add approximately 3000 lineal feet of sewer in the Island Lake Road as an added alter- nate subject to Assembly approval. Motion seconded by Ron Chase and unanimously approved. Scott Arndt then moved to accept the design as amended by both the Borough and the engineers and recommend that the Assembly proceed to bidding the project. Motion seconded by Art Bors and unanimously approved.
