Call to Order
Chair Szabo called to order the regular meeting of the Solid Waste Advisory Board at 5:20 p.m. on December
4th, 2017 at the Kodiak Fisheries Research Center.
Roll Call
M. Barnett conducted a roll call and a quorum was established. The following members were present; Chair
Nick Szabo, Steven Neff, Jeff Stewart and Nathan Svoboda. Board members Levi Fehrs, Scott Arndt and
Jennifer Culbertson were absent.
Also present was Non -Voting Ex -Officio KIB staff member Director of Engineering & Facilities Bob Tucker, Mike
Shrewsbury of Alaska Waste, Chris Lynch of Threshold and visitor Stg Yngve.
Approval of Agenda
STEWART moved to approve the agenda.
VOICE VOTE ON MOTION CARRRIED UNANIMOUSLY.
Approval of Minutes
NEFF moved to approve the minutes of October 9th, 2017.
VOICE VOTE ON AMENDED MOTION CARRIED UNANIMOUSLY.
Visitor Comments:
Stg Yngve expressed his frustration with high garbage collection costs. He would like to see the Borough start a
"Pay as you bring" program of waste collection.
Discussion/Action Items
a. Plastic Bag Ban Update, Transition Plan and Timeline.
The City Council would like the SWAB Board to develop a bag ban transition plan so that people could be
prepared, and to make sure alternatives were available when the plastic bags went way. A plan and timelines
are in draft form. Walmart, and the Lions Club have been supportive of the idea. The Brown Bear Trust
verbally committed to supporting the bag ban. Discussion ensued on the plan and timeline. The Threshold
Board will not make a pro or con commitment to the bag ban.
Chair SZABO entertained a motion to approve of the Transition Plan and Timeline.
VOICE VOTE ON MOTION CARRIED UNANIMOUSLY.

b. Solid Waste Contract Update
Bob Tucker, Engineering/Facilities Director reported the contract should be finalized shortly. Alaska Waste's
Mike Shrewsbury adds that there are no major changes. Discussion ensued

Nathan Svoboda — The Kodiak Brown Bear Trust has provided KHS welding teacher Mr. Anthony Cavan with a
$500 grant and KHS art teacher Ms. Susan Gill with a $500 grant for the dumpster retrofitting project. Ms. Gill
would like to have an art contest for decorating the dumpsters to encourage participation of the students.
Nate thanks Alaska Waste for continuing the program.
Nick Szabo — Chair Szabo thanks the Borough staff for their support and patience.
Meeting Schedule
The next regular meeting was tentatively scheduled for January 22nd, 2018.
