CALL TO ORDER/PLEDGE OF ALLIEGENCE CHAIR Paul Van Dyke called the regular meeting to order at 6:04 P& 2. ROLL CALL Board Members present were Chair Paul Van Dyke, Richard Carstens, Scott Arndt, Mike Dolph and Rebecca Nelson. Also present were Chief Howard Rue and Secretary Jenny Clay. 3. ACCEPTANCE/APPROVAL OF AGENDA ARNDT MOVED to approve the agenda. ARNDT MOVED TO AMEND THE AGENDA moving 9A Dave Townsend on Burn Building to 3A. VOICE VOTE ON AMENDED MOTION CARRIED UNANIMOUSLY. VOICE VOTE ON AGENDA AS AMENDED CARRIED UNANIMOUSLY. 4.3A. DAVE TOWNSEND ON BURN BUILDING Townsend was asked by Chief Rue for a status on the burn building/training center. He concluded there was a fair amount of rust and it had been overheated. The intention of the building was to create a smoke environment. The overheating caused the paint to deteriorate and will continue to rust quickly. He does not believe it was beneficial to pull up the metal decking to paint. It would be cost effective to purchase new connex's using the burn chambers, doors and windows that you have. There are different options on how to protect a new set of connex's in the future such as a new roof which would be expensive, wood decking off set on top of the convex so you would have an air space, a heat barrier so it would not bum the wood. You would paint the top of the connex and seal it every year. When you put those together, put flashing in- between connex's so you don't have water dripping in-between. His recommended professional opinion was to do some touch up paint on it and look into purchasing new connex's in the next couple of years. Have the new connex's on site painted and ready to go before the bum building becomes unusable. Chair Van Dyke reminded the board in fiscal planning they had $30,000 for rehab of the burn buildings, $15,000 this FY2018 and next FY2019. Board discussion ensued. 5. VISITOR COMMENTS James Schauff who lives on Bayview near his son reported to the board that his grandson's vehicle burned along with another van on the property. At the time of the incident his son and grandson were gone for three weeks to Bristol Bay and have not yet returned. There was nothing left of the vehicles. He wanted it noted with the Troopers that this happened even though there was nothing left. A few days before a neighbor was woke by her dog at night. She got up to look around and there was a guy in her pickup that fled. He just wanted to make a note with somebody in case down the line something turned up. They just wanted everyone to know that two vehicles got burned with no one around at all for weeks. Dave Sawyer thought two things were unusual about this fire. A few days after the fire a neighbor had her car rifled through and Chief Rue commenting the fire wouldn't be investigated because the cars weren't worth much money. He also thought it was unusual that the fire was not being looked into by the troopers. 8. CHIEF REPORT Chief Rue presented April, May and June 2017 reports on calls. All six fire fighters passed the firefighter I course. This was the first time we have had certified fire fighters at Bayside Fire Department. The men deserving credit are Chief Mathers, Chief McNeil, Lt. Waggoner, Adam Ross, Denis Dube and Gabe Moes. He believed Bayside Fire was in line for a grant on the Primavent System as Department of Health and Safety have called requesting information. The new engine frame was about to go on the line to get fabricated. Volunteers have bolted all shelves and air compressor down per OSHA regulations. All shelves purchased have now been secured per OSHA regulations. New Bayside signs have been mounted outside and in the lower bay. He needed backings for the signs that will not rot. He was researching window replacement for the central fire station (old building). New cabinet ordered for the lower bay will hold tools and equipment. Need to get hose ordered for new apparatus soon. Board discussion ensued. 9. CHAIR PERSONS REPORT Chair Van Dyke thanked the Board, Chief Rue and volunteers for the flowers at his father's funeral. He appreciated the support of his family during a really hard time. 10. NEW BUSINESS a. IUB/Bayside Lease Fire Protection Area No. 1 Board Regular Meeting July 11, 2017 Page 2 of 4 The Bayside lease was on the Planning & Zoning agenda at the work session. P & Z Chair Arndt would request another 90 day extension due to family issues. Chair Van Dyke mentioned there was also a change of personnel in Resource Management and it would be good to postpone. There was concern from the board at last meeting about the history of the station being captured. The staff report done by a new Community Development member did not show history. The Board wanted to clean up historical language about the purchase of the property. They wanted to know who paid for what expenditures. They want to understand more about leasing from the Borough. They don't understand when the service district budgeted for it, saved the money and allocated the money why it was still owned by the Borough. b. Windows for Training Room and Office Chief Rue had a copy of the bid for the apartment windows last year and wanted to order the same windows so they match. There are concerns about windows falling out and water leaking into sheet rock. He spoke with Engineering and Facilities/Projects and they are busy and may not be able to put this bid out right away. Chair Van Dyke requested the board look at the windows after the meeting. Board discussion ensued. c. Air Line Systems and Grant Chief Rue believed Bayside may be in line for a grant. Bruce McNeil thought we might hold off on running the air and water lines to make sure we have no conflicts. Wade wired the compressor and the volunteers will bolt it down. They will get by until they know whether they will acquire the grant. If the grant does come in they will put in the Primavent System. d. Update on Vehicles and Accessories Chief Rue had a list made and wanted the board to let him know which items to order first. True North indicated we could get the small tools through them. e. FY2018 Purchases Chair Van Dyke reported $100,000 was allocated in the budget for the Primavent System for this fiscal year; the burn building rehab was $15,000; Window replacement was $7,000; painting of the existing building was $10,000; SCBA Packs and Bottles grant for $230,000. Also allocated $9,000 for bunker gear and turn outs. This was in addition to bunker gear purchased that was in process from last fiscal year. Also allocated was $45,000 for small tools and miscellaneous. Chief Rue wanted to discuss a hose washer in the future that was not budgeted. It would benefit Bayside as they were spending a lot on hose. Board asked Chief Rue to get quotes. Dolph noted that the hose tower was in very bad condition and should be replaced or repaired. Board discussion ensued. Board asked Chief Rue to repair hose tower. Chief Rue noted how the driveway had aged dramatically in the last year. After much investigation Chief Rue was having the driveway seal coated, rubberized coating in bear spots and restriping done making it last approximately five more years. BOARD MEMBERS COMMENTS Chief Howard Rue — You will continue to see changes for the good at the station. Everyone was chipping in. We have guys showing up to calls. We are putting fires out and the City was calling us. We have guys working shifts down at the City on weekends and nightshifts. They are getting experience and helping the City getting an extra seat in the night. You guys have given me the best job in the country. Chair Paul Van Dyke — He thanked everyone for coming.
