08/01/2017 Regular MeetingWOMENS BAY SERVICE AREA BOARD REGULAR MEETING MINUTES ; SEP 18 2017 Date: August 1, 2017 Call to order. 7:07 pm Commissioners Present: Jason Chandler, Bill Ecret, Dave Heuman, John Isadore, George Lee and Chris Windnagle. Commissioner Excused: Dave Conrad, Others present: Katie Heglin, Resident, Kyle Crow KIB Assembly member and Dale Rice WB Fire Chief. Agenda approved with Skinner residence item added to new business Road Service.. Minutes approved and signed: Regular Meeting of July 11, 2017. Citizen Comments: • Katie Heglin spoke to the issue of the long scheduled but as yet unperformed ditch work on Kalsin Drive adjacent to her residence, and appreciated the asphalt patch efforts so far this season. • Kyle Crow reviewed the work performed today on the ditching up at the Birch Circle/Sgt Ck Rd intersection, at the Skinner residence, and said the effort looked very good, and also stressed that good communication between residents and the SA Board can go a long way towards smooth interactions. Contractors Comments: Kevin Arndt, MK Construction • GL and KA did a drive around assessment on 7.17.17 to review and develop an updated work list • Brushing on Gara drive was completed this week. • Ditching to commence on Kalsin and Middle Bay Dr. • Ditching at Skinners done today, culvert cleanout yet to finish on their driveway • Asphalt crack sealing is dependent on weather • DI to be added on BF Rd (4 loads) at the `new' fish culvert, and at the Birch Cir- cle/Skinner efforts (3 loads to slope Birch towards the ditch) Chairman's Comments: • Numerous work orders written in July and several in August as well., to address brushing and ditching and rip -tap at a culvert outfall, among others. Work for the Skinner efforts captured in a new work order. WOMENS BAY SERVICE AREA BOARD REGULAR MEETING MINUTES Unfinished Business: Fire Department • Turnout Replacement; they were received in July. BE showed them to the group. • Emergency Generator: Concrete placed; gen set placement and hook up next step. • Em Shelter Convenience Sink Cabinet installed. Punch list in progress. • Community Center Rental Agreement-KIB review pending. Road Service • Ditch cleaning/clearing; work orders generated and work is in progress. • Work done to clean culvert and ditch at Skinners' property on Birch Cr today. New Business: Fire Department- s No Name Road needs a name for the FD/Service Area Book has clear Location Road Service • Infrared machine has been Revd by Contractor, test to be done on large cracked mess adjacent to Fire Hall on Sgt. Ck Rd. • Crack sealing to commence as weather permits, l Ok ceiling on expense, Contrac- tor to notify SAB for further authorization. • KIB Manager to review driveway culvert `ownership/maintenance', and SAB re- sponsibility. • Skinner work order issued and nearly complete. Citizen Comments: • Kyle Crow; There are 3 seats open on the KIB Assembly in the October 2017 Election. Board Member comments; • JC; no comment • JI; Reminded Chair of 1 Ok limit on crack sealing before additional work on that effort to be performed. Also the infrared patching to start with the curve adjacent to the Fire Hall and be inspected prior to further work commencing. Need addi- tional brushing at road intersections for safety and visibility. Grading has im- proved. • CW; Speeding on local roads is an issue, unsafe conditions for folks. I he grading has improved over the last month, due to personnel. • BE; ditches along Mid Bay Drive need work. • DC; JI, GL and DH terms expire this October, packets for election to be complet- ed by Aug. 15.
