CALL TO ORDER
CHAIR SALTONSTALL called to order the regular meeting of the June 27, 2017 Parks
and Recreation Committee at 6:34 p.m.
ROLL CALL
Committee members present were Patrick Saltonstall, Helm Johnson, Dale Stratton,
Ben Millstein, Steve Paulson, and Paige Simeonoff. Ex -officio members present were
Rebecca Skinner and Alan Schmitt. Absent ex -officio members were Ron Bryant and
Corey Gronn.
A quorum was established.
Community Development Department staff present was Tom Quass and Daniel
Mckenna-Foster.
APPROVAL OF AGENDA
COMMITTEE MEMBER MILLSTEIN MOVED to approve the agenda.
VOICE VOTE ON MOTION CARRIED UNANIMOUSLY
MINUTES OF PREVIOUS MEETINGS
COMMITTEE MEMBER JOHNSON MOVED to approve previous minutes.
The motion was seconded.
EX -OFFICIO MEMBER SCHMITT said in the roll call section, it reflects that Ms. Skinner
and himself were absent but we were here and he asked that it be reflected. (Ex -officio
members were not called during roll call)
COMMITTEE MEMBER MILLSTEIN asked if we need to do an amendment to reflect
that change?
In response to CHAIR SALTONSTALL'S question of did anyone second the motion,
COMMITTEE MEMBER MILLSTEIN said yes.
CHAIR SALTONSTALL asked if we vote and say no, and then do it again?
COMMITTEE MEMBER MILLSTEIN asked if everyone approves the amendment,
maybe something like that.
CHAIR SALTONSTALL said he thinks that will be fine.
Tom Quass said you asked if there was any changes or corrections and you said no, so
we can, we had a motion but you can turn around since we brought it before we did the
vote, you can say there is an amendment on the floor, and then reconsider your motion.

CHAIR SALTONSTALL called for a voice vote for approving the minutes as amended.
VOICE VOTE ON MOTION AS AMENDED CARRIED UNANIMOUSLY (The motion to
approve was seconded but there was no amendment to the motion made).
AUDIENCE COMMENTS AND APPEARANCE REQUESTS
OLD BUSINESS
A) Killarney Hills Tract 2
Quass said we kept it on there for a place setting, there are no updates and nothing is
going on with it at P&Z yet until August.
B) Monashka Bandit Range — Clean up and Closure
COMMITTEE MEMBER PAULSON said he has not had an opportunity to get with the
scouts to set up a date to do that, but he will sometime this summer.
Brief discussion
C) CIP List — Update
Brief discussion re: do they want to scrap the existing list and start over, go through the
list to eliminate what has been done and update it.
CHAIR SALTONSTALL requested that the list be added to the next meeting agenda
packet.
D) Comprehensive Parks and Recreation Plan Review — Update
Brief discussion.
NEW BUSINESS
A) Woody Island Trails
Quass said in your packet, we scanned in that whole packet that is the production of
something done that the committee wanted, and there is all the landowner surveys, all
the plats were put in too that make up Woody Island. With the eight plats you have
about six different owners. There is a lot of good reading, a lot of historical stuff about
the land use. He does not know where they are as far as the trails surveyed that Island
Trails Network is going to do.

B) TMO's for Trail System: Termination Point
Daniel Mckenna-Foster stated he and Jane] Day, GIS Analyst, walked some of these
trails. He showed the ITN data, then the trails they pieced together from that, and the
trails that we actually walked. We brought tape to mark the trail. We thought before we
do TMO's maybe we should get a trace from someone who actually knows the trail and
have it marked.

Rebecca Skinner said she's looking forward to the meeting with the city.

CHAIR SALTONSTALL adjourned the meeting at 7:35 p.m.
