April 25, 2017 Special Meeting -Trails Summit 6:30 p.m. -Assembly Chambers
CALL TO ORDER
CHAIR SALTONSTALL called to order the April 25, 2017 Parks and Recreation
Committee Special Meeting Trails Summit at 6:30 p.m.
ROLL CALL
Committee members present were Patrick Saltonstall, Helm Johnson, Dale Stratton,
Ben Millstein, and Paige Simeonoff. Absent was Steve Paulson. Ex -officio members
present were Rebecca Skinner (arrived 7:25 p.m.) and Corey Gronn (arrived 7 p.m.).
Absent ex -officio members were Ron Bryant and Alan Schmitt.
A quorum was established.
Community Development Department staff present was Tom Quass, Sheila Smith, and
Janel Day.

B) Saltery to Miam to Pasagshak Trails System

3. Audience Comments — Saltery to Miam to Pasagshak Trails System (Three Minutes
per Speaker).
Andy Schroeder (Island Trails Network) inquired about Portage TMO's isn't clear, there
are two routes into Summit Lake, and it condenses to one trail after Summit, then there
are two trails again on the way to Miam. He's wondering what the intent of the TMO is,
does it choose one trail over the other and is the intention to favor one, improve it, and
decommission the other trail. If one or the other easements were to be surveyed and
designated as the easement, the other one would be in trespass, correct. He is talking
about the trail going into Summit Lake. Regarding the easements and BLM, the
easements are not surveyed and are only described as Township and Range, they
describe them verbally, and he has been trying to get BLM to define where the
easement is.
C) Next Area for TMO'S — Termination Point

Andy Schroeder thanked the borough for holding the easement, which was a big step
for the Termination Point Conservation Easement. It assures 1,000 acres of old growth
forest that is crisscrossed with social trails is now available permanently to the public.
D) Audience Comments on Road System Trail Issues (Three Minutes per
Speaker)
1. Identify Project Ideas, Talk about Trail Conditions, and Issues
Andy Schroeder said as an update of Island Trails Network's intentions and goals for
the hardening of Saltery Cove, which should follow, reflect, and carry out the intention of
these TMO's. He would like to get in touch with Dale Stratton, who is out there a lot, and
follow the progress of the snowmelt. As soon as we are able to move ahead with the
survey of the alignment, that's the last thing needed before the recreational easement
across State land is approved for the Saltery Cove Road. Saltery Cove is the most
important trail in the system for subsistence and the most heavily used. Access to that is
not secure and there is no way to repair it if it is damaged. It's prohibited in the way that
DNR manages those lands, without a recreational easement if there's a washout or a
major event that takes out the trail, there is no way for the borough to get in there to fix it
the way it was. It would be hard for recreational users to maintain the trail the way it is
so in order to keep access just the way it is and not making any improvements but just
to keep Saltery open just the way it is we need a recreational trail easement. The only
thing standing in the way of that is getting the surveying done which the borough has
allotted the money to do that survey. When the snow is gone, we will get with St. Denny
Surveying to get the surveying done. Then we will have an easement and the borough,
Island Trails Network, or the both of us working together can apply for an RTP grant.
That grant can be up to $100,000 and that amount of money would go a long ways
towards providing hardened crossings at some of the mud holes identified. The deadline
for the ORTAB grant deadline has been moved to around September 15th but the match
requirement has gone down to 10%.
