Chair Szabo called to order the Regular Meeting of the Solid Waste Advisory Board at 5:15 p.m.
on April 17, 2017 at the Kodiak Fisheries Research Center.
Roll Call
J. Basuel conducted a roll call and a quorum was established. The following members were
present; Chair Nick Szabo, Jeff Stewart, Jennifer Culbertson and Scott Arndt. Absent were
Steven Neff and Nathan Svoboda.
Also in attendance was Bob Tucker of the Kodiak Island Borough, Ex -Officio member Robert
Gray of USCG, Stephanie Mason of Threshold, Tyler Kornelis of KANA, Mike Shrewsbury of
Alaska Waste and Andy Schroeder of Island Trails Network.

Discussion/Action Items
a. Andy Schroeder —Island Trails (Recycling Net and Line)
Schroeder, the director of Island Trails Network a non- profit organization in Kodiak, develops
and maintains trails. They have performed coastal, stewardship and marine debris cleanup for
the last 10 years. They are picking up a lot of marine debris off the beaches and are negotiating
a two (2) year grant agreement with NOAA to continue. They do not use the landfill and send all
debris off island for disposal. Fishing for Energy Program allows them to recycle old rope, net
and line. The program is a partnership between the National Fish and Wildlife Association and
NOAA. He would like someone to manage this program and he will assist in setting it up. The
community is interested in this. It could be potentially a good thing. Board discussion ensued.
b. Tyler Kornelis - KANA (Outreach to Villages on recycling needs)
Tyler Kornelis talked to the board about the scrap metal project which occurred in the villages
over the last 18 months. Through that project 2700 tons of scrap metal was removed as well as
electronic and hazardous waste. Through that project the amount of space in the village
landfills was substantial as was the amount of material that was removed off the island.
Recycling efforts are at different levels in each village. He would like to discuss the village's
sustainability. The villages need a plan now on how they are going to deal with their metals in
the future. He was working on a proposal for a general assistance plan called an IGAP program.
This would be managed through consortia of KANA. The proposal primarily suggests working
with the Cities and Tribes in the villages on updating their waste management plan and to
include cost associated with disposal. Board discussion ensued.
c. Nate Svoboda - Banning Plastic Bags
Chair Szabo explained there are two ways to stop plastic bags, to ban bags or put a fee/tax on
the bags. Several communities have done this in Alaska. Board discussed the cost of plastic
bags to the community because of having to pay to clean them up. A Subcommittee of
J.Culbertson, S.Mason and N.Svoboda was formed to continue research on this issue.
d. Stephanie Mason—Threshold
A quarterly update was presented to the board on Threshold activites including school visits
making bags out of recycled t -shirts and recycle bins for crab fest. They are planning on two
upcoming events Earth Day on April 22nd for a Buskin clean-up and barbecue and May 6th
Community Clean-up from 8am — 2pm.
e. Strategic Planning
Chair Szabo asked the board to come up with long term objective and short term goals for what
they want SWAB to accomplish in the next year. Abandoned cars were mentioned and a board
discussion ensued.

Board Member Comments:
Jeff Stewart — On the strategic planning he would like to see plastic bag issue resolved.
Recycling usually goes to Threshold and the problem with that is not all recycling is appropriate
for Threshold to do. There is a gap for instance glass was talked about at the last meeting. The
lions club offered to buy the machinery for us. There is room at Threshold to put the machine
and the process if they wanted to do it. There is a hole where certain recycling Threshold
doesn't want to do and we have to address that. Safeway is falling back and not sending food to
the food bank and it is going back into the landfill again. He was not sure what can be done
about that. Would like SWAB to me more aggressive on these matters.
Bob Gray — Would like to support Jeff's issues with Safeway. Public opinion is powerful. SWAB
needs to advertise through Friends of Kodiak on Facebook that Safeway is no longer recycling
food to the food bank. You will be surprised how fast Safeway will respond. He presented an
excel spreadsheet on USCG Base Kodiak CY16 Recyclables. His budget is about $28,000 a year
for recyclables. It is expensive to recycle.
Nick Szabo —Steven Neff. Scott Arndt and Nick Szabo did a tour of the landfill last week and it
was very interesting. They spend about 2 hours there. He would recommend it to those who
weren't able to go. He thanked staff for all their efforts and time they put into SWAB.
