CALL TO ORDERIPLEDGE OF ALLIEGENCE CHAIR Paul Van Dyke called the regular meeting to order at 6:07 PM. 2. ROLL CALL Board Members present were Chair Paul Van Dyke, Mike Dolph, Richard Carstens and Scott Arndt. Rebecca Nelson was absent. Also present were Chief Howard Rue and Secretary Jenny Clay. 3. ACCEPTANCE/APPROVAL OF AGENDA ARNDT MOVED to approve the agenda. VOICE VOTE ON MOTION CARRIED UNANIMOUSLY. 4. APPROVAL OF MINUTES ARNDT MOVED to approve the minutes for the regular meeting of December 21, 2016. VOICE VOTE ON MOTION CARRIED UNANIMOUSLY. 5. ACKNOWLEDGE RECEIPT OF THE FINANCIAL REPORT ARNDT MOVED to approve and acknowledge the Financial Report. VOICE VOTE ON MOTION CARRIED UNANIMOUSLY. 6. VISITOR COMMENTS Jason Waggoner — He read through the Chief's Annual Report and wanted to compliment Chief Rue. Looking back on the year with all the things that were accomplished, we could not have done it without the Chief's work ethic, passion for what he does and his skill to prioritize and delegate. He wanted to say "Thanks Chief, it was a good year". 7. CHIEF REPORT Chief Rue reported on the December 2016 calls and department organizational chart showing the 30 people on staff. He reviewed 2016 Annual Report with a year of accomplishments for the department. He thanked everyone in the department for their support. He purchased a vehicle for $3,000 to be used as a duty officer car that volunteers who work from 6pm to 6am on weekends can use. The replacement of Door #6 has been ordered. He has been working on getting a maintenance program for the doors. He asked the board for permission to attend the Fire Chief s Conference in Charlotte, North Carolina in July 2017. He and another volunteer would also like to attend the Fire Department Instructors Conference (FDIC) in March 2017. A meeting took place with all four Kodiak Fire Chiefs. There was serious concern among the Chiefs with the Fire Protection Area No. 1 Board Regular Meeting January 24, 2017 Page 1 of 4 building code changes. They felt it was a mistake to get rid of building codes meant to protect the citizens of Kodiak. ARNDT MOVED to approve the request of the Chief and one firefighter to travel to the FDIC in March of this year NTE $4,500; and approve the Chiefs request for travel to the Fire Chiefs conference in Charlotte, North Carolina in July for $3,000. ROLL CALL VOTE ON MOTION CARRIED 4 TO 0. 8. CHAIR PERSONS REPORT Chair Van Dyke felt building codes and adequate construction was a portion of fire prevention. Board discussion ensued. 9. NEW BUSINESS a) Apparatus Purchase Chair Van Dyke reported the RFP was put forward and two responses were received, a bid from Spartan for $862,000 and a no bid from Pierce. Spartan's bid contained a discount for deleting the performance bond, Prepayment Options and Delivery Options which the board would recommend to the Assembly for their approval. Board discussion ensued. CARSTENS MOVED to delete the performance bond option as Spartan has a reputation where they deliver what they say they are going to deliver. ARNDT MOVED TO AMEND THE MOTION to include with the concurrence of the Finance Department for a savings of $3,647. ROLL CALL VOTE ON AMENDED MOTION CARRIED 4 TO 0. ROLL CALL VOTE ON MOTION AS AMENDED CARRIED 4 TO 0. ARNDT MOVED TO take the discount of $23,675 for the delivery option. ROLL CALL VOTE ON MOTION CARRIED 4 TO 0. Board discussion on the Prepayment options continued. CARSTENS MOVED to take the 50% Prepayment option on contracted amount with option of either taking out a loan on the remainder or paying it off at the time of delivery. ROLL CALL VOTE ON MOTION CARRIED 3 TO 1. b) Garage Door Repair Chair Van Dyke explained the contract with Friend Contractors on replacing the garage door. Fire Protection Area No. 1 Board Regular Meeting January 24, 2017 Page 2 of 4 ARNDT moved to approve purchasing garage door from Friend Contractors for an amount NTE $8,950 less the sales tax per their proposal of January 12, 2017. ROLL CALL VOTE ON MOTION CARRIED 4 TO 0. ARNDT discussed the maintenance for the remainder of the garage doors for an amount of $6,500. ARNDT MOVED to award the maintenance of seven (7) existing 14' x 14' Wayne Dalton Model 200-20 per proposal with the understanding the owner Jerrol Friend was there working on the job NTE $6,500. Board Discussion ensued. ARNDT MOVED TO AMEND the main motion from seven doors to nine (9) doors. ROLL CALL VOTE ON AMENDED MOTION CARRIED 4 TO 0. ROLL CALL VOTE ON MAIN MOTION AS AMENDED CARRIED 4 TO 0. c) Budget Preparation Chair Van Dyke covered budget items when discussing the Engine and Tender. He would like to schedule work sessions to go over the budget in more detail. 10. VISITOR COMMENTS None. 11. BOARD MEMBERS COMMENTS M. Dolph — It was a bit arduous tonight and he was glad we got through the discussions and motions that were in front of us. He looked forward to a productive work session and to develop a good budget. R. Carstens — If he was going to make an error on the recommendation for the new apparatus he would rather be on the conservative side. Just knowing that we have other things that need to be accomplished on our campus, he wanted to remain conservative till be saw how the other things wash out. S. Arndt — No Comment. P. Van Dyke — He appreciated working with the board. We don't always agree on everything but he appreciated the board being civil and willing to express ideas with passion about Bayside. Together we make a good team. He was sorry Rebecca was not here as she was a vital part of the team. 12. NEXT MEETING SCHEDULE Chair Van Dyke scheduled work sessions for January 3151 and February 7, 2017. 13. ADJOURNMENT CARSTENS moved to adjourn the meeting.
