WHEREAS., Leisnoi, Inc., an Alaska Native Corporation, is willing to sell conservation
easements on Parcels A and B, totaling approximately 1,258.5 acres of land it owns on
Long Island, to benefit habitat conservation and allow for public access; and,
WHEREAS, the Kodiak Island Borough has been offered the opportunity to hold these
conservation easements to benefit the members of its community; and,
WHEREAS, Great Land Trust (GILT), a conservation organization serving the Kodiak
area, has presented to the Kodiak Island Borough Assembly a number times regarding
these potential conservation easements; and,
WHEREAS, the Kodiak Island Borough Assembly voted on October 1, 2015, in
resolution number FY2016-14, to support negotiations between GLT and Leisnoli, Inc. to
investigate the terms of these potential conservation easements; and,
WHEREAS, the Exxon Valdez Oil Spill Trustee Council (EVOSTC) voted in November of
2015 to approve funding to purchase these conservation easements from Leisnoi, Inc. out
of Exxon Valdez ail Spill settlement funds; and,
WHEREAS, GLT, on behalf of EVOSTC, has completed extensive due diligence
activities on Long Island, including an appraisal to substantiate the value of the easement„
title review, and coordination with the Alaska Department of Environmental Conservation
regarding the 2005 cleanup of Long Island, all of which have been communicated to the
Kodiak Island Borough Assembly; and,
WHEREAS, draft conservation easements have been jointly developed between Leisnoi,
Inc., the Kodiak Island Borough, EVOSTC, the U.S. Department of Interior, and the State
of Alaska. Department of Natural Resources; and,
WHEREAS, these conservation easement documents have been reviewed by the
Kodiak IIsland Borough and are substantially complete for the purpose of review and
acceptance by the Kodiak Island Borough.

Section 1: The Kodiak Island Borough Assembly recognizes the benefit to its community
in holding these conservation easements on Long Island.
Section 2: The Kodiak Island Borough Assembly hereby authorizes staff to finalize the
conservation easements and oversee completion of due diligence, and
authorizes its signing officer(s) to execute all forms or documents necessary
to effectuate the Kodiak Island Borough's acceptance and holding of these
conservation easements in perpetuity.
