11 A RESOLUTION OF THE ASSEMBLY OF THE KODIAK ISLAND BOROUGH
12 ENCOURAGING THE STATE OF ALASKA TO DECLARE A CONDITION OF
13 ECONOMIC DISASTER IN KODIAK AND REQUESTING THE UTILIZATION
14 OF THE COMMERCIAL FISHING REVOLVING LOAN FUND (CFRLF) TO
15 ASSIST THE AFFECTED FISHERMEN AND THEIR FAMILIES IMPACTED BY
16 THE FISHERIES DISASTER

18 WHEREAS, pink salmon are Alaska's highest volume salmon fishery; and
19
20 WHEREAS, there is substantial scientific concern that the warm temperatures in the Gulf of
21 Alaska which raised surface temperatures 2 degrees Celsius has impacted this vital fishery; and
22
23 WHEREAS, the statewide harvest of 36 million pink salmon (aka humpies) is far less than the
24 preseason forecast of 90 million and the prior year harvest of 190 million; and
25
26 WHEREAS, this is the worst salmon year in nearly 40 years; and
27
28 WHEREAS, hatcheries will likely not meet their cost recovery harvest, and fishermen on
29 Kodiak dealt with a rare island -wide weeklong closure, and
30
31 WHEREAS, fishermen and their families in Kodiak are in dire financial condition such that
32 they are in fear for paying their bills and their mortgages; and
33
34 WHEREAS, the entire Prince William Sound Pink Salmon fishery has been severely
35 impacted, and
36
37 WHEREAS, the State of Alaska, the Department of Commerce, Community and Economic
38 Development (DCCED) and the Division of Economic Development (DED) share the primary
39 objective of a strong resident fleet; and
40
41 WHEREAS, the Kodiak community is a political subdivision of the State of Alaska; AND
42
43 NOW THEREFORE BE IT RESOLVED, that the Kodiak Island Borough encourages the State
44 of Alaska to declare that a condition of economic disaster exists in Kodiak; and
45
46 BE IT FURTHER RESOLVED that the Commercial Fishing Revolving Loan Fund (CFRLF) has
47 numerous tools and methods built into it to assist harvesters who may experience financial
48 hardship as a result of poor fishery returns or other unexpected occurrences that may affect
49 livelihoods, and we request DED utilize those tools to the fullest and provide the flexibility to
50 weather the economic storm with the affected fishermen in order to help meet our goal of a
51 strong resident fleet; and

BE IT FURTHER RESOLVED that the State of Alaska is requested to use all available tools to
assist the fisherman and their families that have been economically impacted by this fisheries
disaster.
