2016-05-02 Regular Meeting SOLID WASTE ADVISORY BOARD REGULAR MEETING MINUTES MAY I May 2, 2016@ 5:15 PM Kodiak Fisheries Research Center 1. Call to Order Chair Szabo called to order the Regular Meeting of the Solid Waste Advisory Board at 5:25 p.m. on May 2, 2016 at the Kodiak Fisheries Research Center. 2. Roll Call J. Clay conducted a roll call and a quorum was established. The following members present were Chair Nick Szabo, Scott Arndt,Jeff Stewart, and Steven Neff.Jennifer Culbertson was absent. Also present were Non-Voting Ex-Officios Robert Gray, USCG Environmental Division Chief, Dennis Symmons, Assembly Representative arrived at 6:30, KIB Staff Bob Tucker, Director of Engineering and Facilities and Bill Roberts, Manager. 3. Approval of Agenda ARNDT moved to approve the agenda. VOICE VOTE ON MOTION CARRIED UNANIMOUSLY. 4. Approval of Previous Minutes—March 14,2016 ARNDT moved to approve the minutes of March 14, 2016. VOICE VOTE ON MOTION CARRIED UNANIMOUSLY. 5. Visitor Comments Bill Roberts informed SWAB he received many questions from the Assembly regarding the RFP on a new Waste Collection contract and would like to see it move forward. SWAB has a copy of the last RFP for their review. SWAB also requested a number of steps to be taken on Selief and Hillside which staff had questions on. He sent SWAB a list of those questions. He believes it may be too late to start any changes with this current contract.Alaska Waste would have to bring more containers over which would be a cost to the Landfill fund. He would like SWAB's input on the questions and get things moving along.There was a possibility the Borough could hire a sanitation expert to help with the contract language. 6. DISCUSSION ACTION ITEMS: Solid Waste Advisory Board Regular Meeting May 2,2016 Page 1 of 4 A. Elements of Solid Waste Contract Nate Svoboda informed �WAB about the High School students taking Alaska Waste dumpsters and making them bear proof by refurbishing the lids from plastic to solid aluminum lids with clip and chain. They also painted them. Alaska Waste was supplying the dumpsters and materials. They were also applying for various grants to help fund this program and planned on asking the Assembly for a donation. Bob Tucker and Bill Roberts presented questions to SWAB regarding the removal of roll carts in the Selief/Hillside areas. Below are the questions and SWAB's answers to the questions: 1. Questioned pulling roll carts off of the following streets: • Lightfoot and Oak—Pull Roll Carts • Gerasim—No Homes and No roll carts • Pillar Mountain Road off of Hillside—Pull Roll Carts • Mylark and Extension Road —Pull Roll Carts • Mozart & Bonaparte Roads—Pull Roll Carts • Lynden Way—Pull Roll Carts What prevents bears from wandering to Thorsheim or Willow Streets? • Per bear expert Nate Svoboda, bears do not penetrate into town due to increased activity.They like to stay close to the woods for cover. 2. & 8. Questioned pulling roll carts from Alderwood Condo's and also asked if Alderwood Condo's should be forced to switch to bear proof dumpsters. • Pull Roll Carts • They can use the public dumpsters or they can get their own bear proof dumpsters. 3. Questioned if we should adjust payment of properties affected by roll cart removal. • No adjustment of billing. Wait until new contract to change their billing. 4. Do we require bear-proof dumpsters by businesses and apartment complexes? • Yes, we will recommend Bear Resistant Dumpsters. 5. Do we continue with elderly/handicapped (distance service) that have requested roll cart pickup? Solid Waste Advisory Board Regular Meeting May 2, 2016 Page 2 of 4 • Yes we will continue service but they will have to have bear resistant roll carts. 6. Who will pay for the added bear proof dumpsters if enacted before new contract? • We will ask Assembly for guidance. We can start phasing in and absorb added cost. 7. Need permission from City of Kodiak to put three dumpsters on Hillside, in municipal parking along the uphill side of roadway. What if City declines? • Will ask Mark Kozak of Public Works Department. We will need to start an outreach to the Hillside customers. Bob Tucker discussed starting outreach to customers on removing roll carts. He will coordinate with Mike Shrewsbury of Alaska Waste on adding an informational flyer with the garbage billing. B. Reuse of Discarded Commercial Foodstuffs Chair Szabo presented a draft letter and survey which will be sent to Safeway and Walmart stores asking to provide information on how they deal with outdated and surplus food. Board discussion ensued and supported the letter being sent. 7. Visitor Comments: Ken Reinke of Threshold reminded SWAB that recycling was saving the Borough a tremendous amount of money. He believed SWAB should be looking at ways to encourage recycling. The trend seemed to be going opposite with everyone paying the same price and returning to having dumpsters. Maybe with some outreach it might help but if you keep going with your proposals the landfill will just fill up. People say they are astonished at how little garbage they have when they recycle. Nate Svoboda — He was concerned about the lack of recycling. What had been conveyed in the past was providing an incentive such as a by the pound system or using high school kids to raise funds by pulling all the cardboard from the dumpsters. He extended his appreciation to Bob Tucker along with Bill Roberts and their staff. They are brought us good questions and are committed. They are appreciated. Bill Roberts — It was a good meeting and he enjoyed having it in the Kodiak Fisheries Research Facility. Bob Tucker— He was moving forward with the baling of cardboard at the Landfill. He was close to hiring a new Attendants position at the landfill and was also considering a new machine to bale cardboard. He also updated the Board on the Leachate Treatment Plant and Landfill operations. Solid Waste Advisory Board Regular Meeting May 2, 2016 Page 3 of 4 8. Board Member Comments: Dennis Symmons — It was a really good feeling to walk into this room and see how dedicated the board members are. Jeff Stewart—None. Steven Neff — He also has seen cardboard in dumpsters, even with a cardboard recycling container right next to it. Bob Gray—None. Scott Arndt — Wanted to thank Bill Roberts for coming. He also thanked Bob Tucker for everything he presented here tonight. He appreciated Bill's questions as they will help in going forward to the assembly. We have some work to do. Nick Szabo —Thanked Bill Roberts for coming and encouraged him to attend the meetings. The questions presented here tonight helped focus the discussion. He also encouraged the board to consider being present at the High School for Clean Up Day on Saturday, May 7th. 9. Meeting Schedule: The next regular meeting was scheduled for May 9th at 5:15. 10.Adiournment ARNDT moved to adjourn meeting. VOICE VOTE ON MOTION CARRIED UNANIMOUSLY.
