Call to Order Chair Szabo called to order the Regular Meeting of the Solid Waste Advisory Board at 5:15 p.m. on May 9, 2016 at the Kodiak Fisheries Research Center. 2. Roll Call J. Clay conducted a roll call and a quorum was established. The following members present were Chair Nick Szabo, Scott Arndt,Jeff Stewart, Steven Neff,Jennifer Culbertson and Nathan Svoboda. Chair Szabo welcomed new board member Nate Svoboda to the board. Also present was Non-Voting Ex-Officio KIB Staff Bob Tucker, Director of Engineering and Facilities, Lee Hickle and Mike Shrewsbury of Alaska Waste. 3. Approval of Agenda ARNDT moved to approve the agenda. VOICE VOTE ON MOTION CARRIED UNANIMOUSLY. 4. Approval of Previous Minutes—May 2, 2016 ARNDT moved to approve the minutes of May 2, 2016. VOICE VOTE ON MOTION CARRIED UNANIMOUSLY. 5. Visitor Comments None. 6. DISCUSSION/ACTION ITEMS: A. Elements of Solid Waste Contract Bob Tucker and the SWAB board discussed the revision of the Solid Waste Contract which expires June 30, 2017. Some of the changes discussed included: • The Board agreed to keep a 7 years contract with 3 year one year extensions which may or may not be used. • KIB will require contractor to submit copies of all permits. • KIB will require contractor to inform them in writing of all fines and penalties imposed. Solid Waste Advisory Board Regular Meeting May 9,2016 Page 1 of 3 • Bob Tucker will investigate adding a vacant rate for garbage collection. • Per the Borough Assembly, everyone will pay the same amount for garbage collection whether they use a dumpster or roll cart. KIB will require both residential and commercial dumpsters or roll-offs, in designated "Bear Area's"to be Bear Resistant. • A Service Fee of$25 will be charged for roll carts which are overfilled or have un-bagged garbage. • A Service fee of$25 will be charged for replacing a roll cart which was removed due to an unpaid garbage bill. B. Reuse of Discarded Commercial Foodstuffs Chair Szabo presented letters written to Safeway, Wal-Mart and Cost Savers. The letters asked the vendors to provide information on how they deal with surplus and out dated food. The completed surveys will be returned to the Board so they could develop an overall picture of current food recovery practices here in Kodiak. 7. Visitor Comments: None. 8. Board Member Comments: Jeff Stewart —The Bayside Fire Department had the road blocked off so cars dumping garbage have to back out instead of drive on through. It's a bad situation. Nathan Svoboda — Wanted to express his appreciation to Bob Tucker and his staff for tackling this humongous document. (Alaska Waste Contract). Scott Arndt — He received complaints on all the dumpsters being full. It was discussed by the Board and found it may have been because it was clean-up day that this was a problem. Nick Szabo—Thanked Borough Staff for their support and dedication. 9. Meetine Schedule: The next regular meeting was scheduled for May 23 t at 5:15. 10.Adiournment ARNDT moved to adjourn meeting. VOICE VOTE ON MOTION CARRIED UNANIMOUSLY. The meeting was adjourned at 7:20 PM.
