1. Call to Order
Chair Szabo called to order the Regular Meeting of the Solid Waste Advisory Board at 5:15 p.m.
on May 9, 2016 at the Kodiak Fisheries Research Center.
2. Roll Call
J. Clay conducted a roll call and a quorum was established. The following members present
were Chair Nick Szabo, Scott Arndt,Jeff Stewart,Steven Neff,Jennifer Culbertson and Nathan
Svoboda.
Also present was Non-Voting Ex-Officio KIB Staff Bob Tucker, Director of Engineering and
Facilities, Lee Hickle and Mike Shrewsbury of Alaska Waste.
3. Approval of Agenda
ARNDT moved to approve the agenda.
ARNDT moved to amend the agenda and delete the Approval of Previous Minutes.
VOICE VOTE ON AMENDED MOTION AND ORIGINAL MOTION CARRIED UNANIMOUSLY.

6. DISCUSSION/ACTION ITEMS:
A. Elements of Solid Waste Contract
Bob Tucker presented two documents, Request for Proposals for Solid Waste and Recycling
Collection Services and Collection Services Contract to the Board. The Collection Services
Contract has been updated except for fees. The Borough will be going from a fee structure
contract to a single fee contract where everyone pays the same rate. Board discussion ensued.
Below are some of the changes discussed:
• There will be no roll carts in designated "Bear Areas".
• Asking Contractor for a bid on Recycling.
• Added the Airport to the list of"Bear Areas".

• Will have•bear resistant roll carts for handicapped or elderly customers in "Bear Areas".
The Board agreed to continue to read through the RFP and Contract and contact Bob Tucker
with any changes that need to be made.
7. Visitor Comments:
Mike Shrewsbury thanked the Board for the compliments on their service. It's been a big
challenge and they will continue to keep picking up garbage around the dumpsters.
8. Board Member Comments:
Nathan Svoboda — There was positive feedback online about dumpsters being dumped
frequently. Property on Hillside had trash in the yard and two volunteers, Berry Spivey and Tina
Kilborn cleaned up all of the garbage. They deserve a major pat on the back. Also he has
recently received many call regarding rats. He has been investigating this to find out if there
was a growing problem in the community. He thanked Tucker for all his work on the contract.
Jeff Stewart— Bayside Fire Chief Rue has barricaded off his fire equipment there. It was causing
people to back up instead of driving though. Something needs to be done as there are people
walking from their cars to the dumpsters and also cars which are backing in. It's an unsafe
situation and needs to be rectified.
Scott Arndt — He sits on the Fire Board and they do not want the dumpsters at Bayview Fire
Department. They have been trying to control people and traffic there for years. People have
been unruly and inconsiderate of the property. He does not believe there was a problem. He
thanked Tucker for all the information on the contract. He hoped the Board has helped him. it's
a work in progress.
Nick Szabo — Was listening to the Assembly meeting and was struck by Mr. Arndt's comments
on rats at the landfill and how they stripped all the insulation out of the contractor's
equipment. He assumes storing all of Jackson's trailers out at the landfill was not a viable
option. With all the new improvements at the landfill including the composting facility and the
Leachate Treatment Plant, he would like to schedule a visit. He thanked Tucker for all his work
on the contract. He knows it was a challenge.
9. Meeting Schedule:
The next regular meeting was scheduled for June 6th at 5:15.
10.Adjournment
ARNDT moved to adjourn meeting.
