CALL TO ORDER
CHAIR SALTONSTALL called to order the April 26, 2016 Parks and Recreation Committee
regular meeting at 7 p.m.
ROLL CALL
Requested excusal was Dale Stratton.
Committee members present were Patrick Saltonstall, Helm Johnson, Sharon Wolkoff, Marnie
Leist, Ben Millstein. Excused was Dale Stratton and Steve Paulson (left at 7:15 p.m.). Ex- officio
member present was Alan Schmitt. Absent ex- officio members were Frank Peterson, Ron
Bryant, and Corey Gronn.
A quorum was established.
COMMITTEE MEMBER JOHNSON MOVED to excuse Dale Stratton and Stephen Paulson.

Community Development Department staff present was Tom Quass.

CHAIR SALTONSTALL stated he'd like this to be put on the agenda under New Business Item
C so we can discuss it.

OLD BUSINESS
A) Monashka Bandit Range
Quass said the borough may be looking at closing the range. As we discussed also previously,
maybe we could find a group that would want to come in to do some cleanup on it as a project.
Since Paulson has something to do with scouts maybe they still do the merit badges.
COMMITTEE MEMBER PAULSON stated the scouts are required to do community service so
we are always looking for opportunities to do community service. Given the amount of funding
they have asked for this year from various programs and organizations, they need the
community service to become visible to get recognized for their efforts. The Boy Scouts can be
asked to assist in something like this.

Tom Quass said the borough can restrict access to borough land. Besides signage, we could
block it so you can't park on it. We are allowed to block access only but it can't be in the right of
way so it has to be back in a little bit. He makes a lot of rounds out there to see who is shooting,
and the State Troopers stop to talk to people also. He is working with KMXT on a new
announcement about shooting. Quass thinks KISA is still waiting to get their plan together.
COMMITTEE MEMBER PAULSON said he will miss the next meeting due to being off island
but he'll be back for the June meeting. He thinks the scouts could do cleanup soon, within the
next month and a half.
Discussion of closure of range and the bandit range.
COMMITTEE MEMBER MILLSTEIN said in terms of this board, can we say that COMMITTEE
MEMBER PAULSON will coordinate with Quass, and Quass will coordinate with Duane Dvorak.
CHAIR SALTONSTALL said he thinks we can move on and leave this item on the agenda.
COMMITTEE MEMBER MILLSTEIN said what is good about having the Boy Scouts involved is
that we may be able to entice other volunteers to come along just because they are supporting
the Boy Scout project. It may be possible that someone would donate a couple of hours of
backhoe work if it's required or a truck load or something like that. Because it's a Boy Scout
project even though It's a borough project, that may be available.
COMMITTEE MEMBER PAULSON left the meeting at 7:16 p.m.
B) Termination Point (Placeholder)
Nothing to report.
C) Saltery Trail Improvements (Placeholder)
Quass said we're still in the planning phase.
D) Island Lake Trail Improvements (Placeholder)
Quass said Island Lake has to be completed by June 30a'. Schroeder is replacing beams on
bridge #1.
E) Killarney Hills (Placeholder)
Quass said there is nothing new.
COMMITTEE MEMBER MILLSTEIN said he was talking with someone who's involved with
KANA who said they are interested in affordable housing. They said there are grants available,
matching funds, and different things. He found it interesting that KANA and potentially some of
the other native corporations may be interested in trying to develop properties or make
properties available for this kind of thing. He didn't know if other people were aware of this or
not. There may be opportunities for collaboration for partnership between the borough, city,
native organizations, the powers that be to make something happen to make something
available so we're not flooded with homeless people when all of these apartments and trailer
lots are no longer habitable. He will mention for them to get a hold of Duane Dvorak. Whatever
the constraints are, working together is better than not.
F) Spruce Cape Hello Pad Future Use
EX- OFFICIO SCHMITT, who is also on the Lands Committee, stated we discussed at our last
meeting, the helo pad is on this end. We didn't have enough information but thought there may
be potential for two lots and maybe one down here. There's not enough for the middle section.
Larry LeDoux, Assembly member on the Lands Committee, thought that is the only section
along where you could put spotting scopes or a bench for whale watching or whatever, he would
like the committee to think about that a little more. It was his recollection there was concern that
the borough doesn't have any money to do anything with but the Rotary put the benches in at

Deadman's Curve and maybe the Rotary or Lion's Club could put some benches and spotting
scopes in. They did want your input on if you thought that may be something that is worth
considering. We may have more information at the next meeting. The Lands Committee is
amenable to hearing from the committee. At last week's meeting, there's possibly two lots that
can be put in.
COMMITTEE MEMBER MILLSTEIN said if we want to consider it for anything we should get a
map of the parcel to consider what space is available there, adequate parking, and space to set
up anything that's worthwhile.
The committee requested a more detailed map for the next meeting.
CHAIR SALTONSTALL said maybe we should talk to the Audubon Society because of the
birding at this location.
NEW BUSINESS
A) Iditarock AN Race (AK DNR Allowed Uses)
CHAIR SALTONSTALL said we talked about this at the Trail Summit. We have the rules and
the main thing is that they don't need a permit unless there is fifty contestants or more. He
doesn't know if there is much that the committee can do about it.
COMMITTEE MEMBER MILLSTEIN said he doesn't think that it's our place because they are
following the allowed uses.
COMMITTEE MEMBER JOHNSON said someone would have to go to Leisnoi and make a
stink about it to make them do something. They had to get permission from Leisnoi to cross
their property, and it was Leisnoi that they made the promise to regarding repairing the trail.
That was how they leveraged getting the permit from them.
CHAIR SALTONSTALL said this area will be on our radar since the next area for TMO's is
Saltery„
B) Trails Summit Recap — Promulgate Summary for Completed TMO's (Pillar Mountain
to Bells Flats Trails).
CHAIR SALTONSTALL said basically, what we are doing is coming up with what is our general
feeling of what do people want, and then brainstorm what we think is one project. We could say
something like these trails in general are fairly rough and in fairly good condition. There's a
couple of areas that the trails are in very bad condition at the beginning at the south end of Old
Womans, the south end of Pillar, and he got the impression that there are problems on the
switchback going down to Bells Flats. The two areas with the most problems right now are the
south end of Pillar and the south end of Old Womans. There were also a couple of bridges and
water issues on Burma Road. The general feeling we got was the public likes this trail unless
they see it being used but doesn't see any major fix its.
COMMITTEE MEMBER MILLSTEIN said the things that could be fixed are out of our budget so
for recreational use they are usable and adequate. There are no bridges left.
Discussion of the trails.
CHAIR SALTONSTALL asked the committee if we should come up with a statement that says
we didn't see any major projects coming out of this, that the trail is in pretty good shape in
general.
COMMITTEE MEMBER MILLSTEIN said he would word it, given our resources we think this is
a usable trail and in fairly decent shape.
Quass asked if CHAIR SALTONSTALL is making a recommendation for trail markers to be put
on some of this. That is a recommendation based on for these TMO's that we look into.

Discussion of signage, geo- fabric, and new trails being created.
Quass said for these trails you want to see about getting signage put in. Was there any other
maintenance issues? You said when you get on at the base of the airport where you come up to
get on the Burma switchback through there, he hasn't been on it for a while, he doesn't know
how bad it is.
COMMITTEE MEMBER MILLSTEIN said it's not so bad. The trail isn't that good but it's fine if
you're walking, and the road is fine if you are biking.
CHAIR SALTONSTALL said he's thinking we could say: Most people felt this trail is actually in
pretty good shape other than a few bridges and some bad areas at the one end of Pillar and at
the end of Old Womans and there's some possible bridges but signage would be good. In
general, trails are braided.
COMMITTEE MEMBER MILLSTEIN said we could say a little about trail conditions in terms of
rugged but stable trail conditions so we recommend signage at appropriate places. Can we
recommend staff consult Andy Schroeder so they can come up with a half dozen places to put
signs.
CHAIR SALTONSTALL said we can just put signage would be nice. Can Quass draft our
comments into one little statement and then we re -read it and say good.
Quass will be off island between May 8t' and 22 "4. He should be back for the 24'h so hopefully
he can get it done before he leaves.
Discussion of trails.
C) Rocket Launch Discussion
CHAIR SALTONSTALL said he heard rumors that Sullivan is going to try to take the land away
and close it off for military purposes.
Quass said they are making a third launch for medium size rockets. So far, they only have small
rockets, now they want to go to medium and expand the defense program.
CHAIR SALTONSTALL said access is our main concern. As a committee do we want to
recommend to the borough to make sure as its going forward that access will be kept. They
always said they would always keep access and we just want to make sure to hold everyone's
feet to it. The recreation out there has a lot of value.
COMMITTEE MEMBER MILLSTEIN stated we could say that we are concerned and our
constituency is concerned that our access to these public lands remains public.
COMMITTEE MEMBER LEIST MOVED for CHAIR SALTONSTALL to write a letter
recommendation to the borough addressing the public access and various uses as we have
discussed to the Kodiak Island Borough Assembly about Narrow Cape.

Alan Schmitt said he's sorry he missed the Trail Summit but it looks like you had a decent
turnout with a lot of good information.
Patrick Saltonstall said he's been doing more Russian Ridge exploring. It's funny that he's
exploring it after all the TMO's. The trail that goes down to Beaver Lake is awful. He really likes
the signs so he knows where he is.
