Call to Order F s.. a PvE 68 b Al A aKA Chair Szabo called to order the Regular Meeting of the Solid Waste Advisory Board at 5:20 p.m. on December 14, 2015 at the Kodiak Fisheries Research Center. 2. Roll Call J. Clay conducted a roll call and a quorum was established. The following members present were Chair Nick Szabo, Scott Arndt,Tia Leber, and Steven Neff.Jennifer Culbertson was absent. Also present were Non-Voting Ex-Officios Joe Lipka, and Robert Gray, USCG Environmental Division Chief. 3. Approval of Agenda ARNDT moved to approve the agenda. VOICE VOTE ON MOTION CARRIED UNANIMOUSLY. 4. Approval of Previous Minutes—October 19, 2015 ARNDT moved to approve the minutes of October 19, 2015. VOICE VOTE ON MOTION CARRIED UNANIMOUSLY. S.Visitor Comments Lee Hickle of Alaska Waste introduced himself as the acting site manager along with Jamie Zurflueh who was the lead driver. Nate Svoboda of Alaska Fish and Game reported he worked on a small grant of$1,000 to Kodiak brown Bear Trust with the help of Kelcey Daniels of Alaska Waste and Anthony Cavan, Welding instructor for Kodiak High School.This grant was for supplies for welding students to work on non-bear-resistant dumpsters to retrofit them into bear resistant-dumpsters. Kodiak Brown Bear trust did approve this grant. Plans are being made to apply for a much larger grant after the New Year. Students are excited as this was a community solution to a community problem. He spoke about a bear problem at the USCG Base where a bear was getting into the dumpsters. He met with officials about options including retro fitting the dumpsters with the Kodiak students.They were very receptive to the idea and would consider this option. Solid Waste Advisory Board Regular Meeting December 14,2015 Pagel of 3 Bob Gray USCG representative said they had relocated all of their hear proof dumpsters into the housing area and moved all the others into the area around the exchange. They have had no problems since. 6. Reports: A. Solid Waste Handling Options—Joe Lipka, KIB Solid Waste Manager/ Env.Spec. B. Reuse Centers-Staffing Consideration Chair Szabo presented to the board an action list of recommendations to the Kodiak Island Assembly. He asked the board members to vote: 1. Extension of Alaska Waste contract—No 2. All Residential Customers pay the same fee for garbage collection —Yes 3. Residential garbage collection fee to be collected by Borough through a special assessment—Yes but investigate/look into further a special assessment. 4. Roll cart collection removed from Hillside Drive, Selief Lane and Sharatin Road-Yes 5. Change KIB code to restrict times when roll carts are placed next to curb — Yes, Not before 6:00 AM. 6. Schedule garbage collection after 8:00 AM —Yes, but change to 7:00 AM. 7. All dumpsters replaced with bear resistant dumpsters — Yes, for residential dumpsters only. 8. Dumpster clusters set up in strategic locations. Cluster sites will be graded, fenced and accompanied with bins for cardboard and plastics—Yes, if feasible. 9. Reuse Center to be constructed in Dark Lake Area and will include dumpster cluster and accept reuse items, MSW (Municipal Solid Waste) and recyclables—Yes 10. Reuse Center to be phased in with the goal of being fenced, graded and covered —Yes 11. Reuse Center to be staffed—Yes, but start out unstaffed maybe staffed later if needed. Lipka mentioned to the Board that cost should be built into this list. Chair Szabo said this was a recommendation to the Assembly. Staff would come up with a proposal on how it was going to work. The Board only made recommendations of concepts. He said it was beyond the scope of the Board to get into operational. ARNDT moved to adopt the following recommendations of the Solid Waste Advisory Board to the Assembly Items 1 through 11. ROIL CALL VOTE ON MOTION CARRIED 4 TO 0. 7. Visitor Comments: Ken Reinke—He planned on going to the Assembly meeting as he will have a lot to say. His main objection was that all residents pay the same. He was astonished because staff has very clearly pointed out the value of recycling and diversion from the landfill. This does nothing to address Solid Waste Advisory Board Regular Meeting December 14, 2015 Page 2 of 3 that. It was unheard of in the US where everyone pays the same. How do you encourage people to recycle and save the Borough money? He doesn't believe a reuse station will divert. Threshold was doing over 700 Tons in recycling with plenty of room to go. The Board brought up that the dumpsters are full. If more people recycled they wouldn't be so full. It needs to be encouraged or mandated. The Board was coming up with clever ideas about dumpsters but none of that was coming out about recycling. He is astonished and appalled. All residents paying the same will ossify the status quo. Nate Svoboda —He appreciated the Board narrowing the issues down. He really appreciates the issues that deal with bears and we really have worked well with Alaska Waste. He thinks that they are moving in the right direction. He agrees with Mr. Reinke of Threshold that we need to come up with diversion techniques. He's not sure the best way to get people to recycle. He recycles as much as he possibly can. We need to put our minds together and create ways to encourage or mandate recycling. 8. Board Member Comments: Tia Leber—She apologized to Ken because she agreed with the thought of all customers paying the same garbage collection as she lives in the Borough and does pay more. She based that assumption on people who would fill up their garbage can and then dump garbage in the dumpster. She wasn't thinking of having some reduction based on the different cost. She thinks Ken was right. This was her last meeting. She would have to resign as her husband has a position with the State Department in Washington DC. Steven Neff—None. Bob Gray, USCG Representative—He agreed with Ken as he does monitor the recyclables out on base. It's a hard sell to get people to recycle. He noted people start out recycling but then start to slip and then the dumpsters are full of cardboard. We need to do a better sales job. He was open to what can be done to educate the public of the importance of recycling, especially when we have a composting facility that desperately needs cardboard.The Borough might want to stress more that if everyone recycles it will end up saving them money. We need to do a more positive spin on it. It will end up benefiting Ken also. Scott Arndt—We have talked about recycling glass and the diversion of cardboard from the landfill. It has been hard over the last 5 to 7 years to try and get people to recycle. Ken has done a great job. Borough has also done a great job but when he goes to the dumpster he still sees a lot of cardboard.The best thing he can think of was to pull the cardboard out on the landfill tipping floor. Staff has brought that up and was working toward that idea. He would like to see the tipping floor expanded. After the garbage has been collected it would be our last chance to intercept it. Solid Waste Advisory Board Regular Meeting December 14, 2015 Page 3 of 3 Nick Szabo—He does not think we are turning our back on recycling. We are very committed to recycling but we have to take this one step at a time.The Board needed to address the bear problems, garbage collection and try and have more direction on how people were to dispose of their solid waste. He does not think the present system encourages recycling either. You have a uniform rate for everyone who uses the dumpster.There was no incentive there. The roll carts also have no incentive because it was not based on a per pound rate. The bigger the roll cart the less per pound you are paying. Mr. Lipka's idea of getting a rebate if you recycle needs to be explored. I'm solidly behind recycling. 9. Meeting Schedule: The next regular meeting was to be announced. 10.
