I said that this was the first I had heard of these trailers, but City Ordinance 16.14.010 requires that a permit be issued if a mobile home is going to be occupied within the City limits for more than 24 hours. I told Mr. Brighton, to the best of my know- ledge, these permits have not been issued. Today I went to lot 11, block 3, Kodiak Townsite and spoke with Mr. Emal T. Howe, owner of one of the R/V trailers'. Mr. Howe informed me that Nlr. Craig Bishop had given him permission to park (and occupy) his Winnabago on this lot. Mr. Howe also informed me that there were two (2) other R/V trailers being occupied on this lot at this time. There are a total of six (6) R/V trailers on this lot, 3 being occupied. The breakdown of the types of vehicles present are as follows: 2 - Winnabago type trailers, self mobile 3 - Camper type mounted on pickup trucks 1 - small trailer that requires to be pulled by'another vehicle. The violations existing with this situation arelaslfollows: City Ordinance 16.14.010 - because the proper permits have not been issued and because the occupied trailers have been occ- upied for more than 24 hours. 1 Memorandum, page 2 Gordon Ryan June 4, 1981 I Borough Ordinances: 16.40.190(A) - park and the proper 16.40.190(B) - on this lot. because P & Z has not approved this trailer permit has not been issued. because there exists more than twoltrailers 16.40.190(D) - because the proper final inspection of these trailers has not been performed before occupancy occur. My question is whether or not the City is willing to enforce their own Ordinance? If so then I shall address Mr! Bishop with only the violations existing in the Kodiak Island B6rough Code. Whatever the City of Kodiak's position on this Ordinance is, I should like something in writing tothat effect, clarifying in my mind", hovi you (the City) feel about this Ordinance. €` CC: Harry Brighton Morris Lee V-81-025
