1. Call to Order
Chair Szabo called to order the Regular Meeting of the Solid Waste Advisory Board at 5:15 p.m.
on July 28, 2015 at the Kodiak Fisheries Research Center.
2. Roll Call
J. Clay conducted a roll call and a quorum was established. The following members present
were Chair Nick Szabo, Scott Arndt, Steven Neff and Jennifer Culbertson.
Also in attendance were: Bob Tucker, Kodiak Island Borough Engineering Director, Dan Rohrer,
Kodiak Island Borough Assembly, Rebecca Skinner, Kodiak Island Borough Assembly, Bob Gray,
USCG Representative,Joe Lipka, Kodiak Island Borough Solid Waste Manager/Env. Spec., Ken
Reinke, Threshold, Lenny Roberson,Judi Kidder,Tia Leber, future SWAB Board Member and
Engineering and Facilities Secretary Jenny Clay.
3. Reading of Mission Statement
To assist and advise the Borough Assembly in identifying solutions to solid waste management
by collecting and reporting varied viewpoints, sponsoring public outreach, and developing
specific projects with a focus on waste reduction, reuse and recycling.
4. Approval of Agenda
ARNDT moved to approve the agenda.

5. Approval of Previous Minutes—July 22, 2015
ARNDT moved to approve the minutes of July 22, 2015.

6. Visitor Comments
Lenny Roberson a former SWAB Board Member commented that it was so good to see
everyone at the meeting.

7. Reports:
A. Solid Waste Handling Options--Joe Lipka, KIB Solid Waste Manager/ Env. Spec. and
Bob Tucker, KIB Engineering and Facilities Director—Chair Szabo gave a short history of
SWAB and the solid waste handling from its beginnings of July 19, 2007.Joe Lipka gave a
summary of each of the six (6) different scenarios that was presented to the board at
the July 22, 2015 meeting. Board discussions concluded to delete both scenario#1 (Just
Dumpsters) and scenario#2 (All roll carts). Staff was asked to condense together the
pros and cons of the remaining four(4) scenarios. Options considered in the condensed
version included a transfer station strategically placed, Coast Guard model which
included clusters of dumpsters and recycle bins around town, optional roll cart for roll
cart areas, no roll carts in bear areas, and paying a uniform rate.
8. Visitor Comments: Ken Reinke commented the board was tossing out the recycling idea
when getting rid of roll carts. Unmanned recycling pit creates a lot of garbage. As an example,
the one out in front of Threshold held about 40%garbage. It would have to be sorted to be
valuable; otherwise you are filling the landfill.
Judi Kidder comes from a zero waste country and the process started with education in schools.
You start people sorting a few items out and getting everyone used to it.Then make it as easy
as possible to recycle those items such as having the bins at the grocery store or the schools.
People cannot absorb all the recycle information at once. Doing things in phases is good.
Recycling would be free while dumping of garbage is charged for.
Rebecca Skinner stated she would like staff to work on identifying where the bear areas are.
She is concerned that remaining roll carts would draw bears into other areas of town. She
would like staff to reach out to Nate Svoboda when working on the bear issues. We have no
time to waste as we have 18 months before contract is up for renewal.
Dan Rohrer would like to discuss other parts of the contract such as senior citizen rates. The
Kodiak Island Borough pays the reminder of each seniors discounted billing.There are many
nuances in the contract that need to be discussed.
Tia Leber—Asked if there would be a composting bin for lawn clippings. At this time there is no
composting system to accommodate the lawn clippings.You can take them to the landfill
where they will go to the construction pile.
9. Board Member Comments:
Jennifer Culbertson would like the board to meet again relatively very soon.

Steven Neff—the overall concern is or should be what ultimately ends up in the landfill. We are
going to end up with manned transfer stations. If you do not watch what goes into the various
containers, they are all going to get contaminated. We need a phased in approach.
Scott Arndt—Current contract with Alaska Waste expires June 30, 2017. We need to award a
contract for new period one year before that expires. The board needs to have complete
packet for the assembly no later than January 31, 2015.
10. Meeting Schedule:
A Regular Meeting was scheduled for Tuesday,July 28, 2015.
