Board Members present were Richard Carstens, Scott Arndt and Chair Rebecca Nelson. Also
present were Acting Chief Doug Mather's, Mike Dolph, Jeff Halcomb, Borough HR Officer
Lauri Whiddon and Secretary Jenny Clay.
Visitors present were Rose Dolph, Paul VanDyke, Byron Nieon and Charles Waggoner.
3. ACCEPTANCE/APPROVAL OF AGENDA
ARNDT moved to approve the agenda.
VOICE VOTE ON MOTION CARRIED UNANIMOUSLY.
4. VISITOR COMMENTS

5. INTERVIEWS FOR BAYSIDE FIRE CHIEF POSITION
Two applicants were interviewed in person: Joseph Dilley and Howard Rue.
Chair Nelson called to go into Executive Session—Evaluation of Applicants for Bayside Fire Chief Position.
Chair Nelson reconvened the meeting.
ARNDT moved that the Fire Protection Area No. 1 Board recommends to the Borough Manager
based on a 4 to 2 vote by the rating team of six (6) that Joseph Dilley was our 1St choice.
ROLL CALL VOTE ON MOTION CARRIED 3 To 0.
6.VISITOR COMMENTS
Mike Dolph — Thanked the Fire Protection Area 1 Board for the opportunity to serve in the
capacity as part of the selection committee that was very labor intensive and very enjoyable. He
thanked the committee for the privilege and honor.
Lauri Whiddon Wanted to thank the Board (Rebecca Nelson, Scott Arndt and Richard
Carstens) as well as the Rating Team (Doug Mathers, Mike Dolph and Jeff Halcomb) and
Borough Staff for all the time and commitment that was devoted to this recruitment. it was a
long and at times an arduous process. We have faced challenges but you have all risen to the

occasion. She thanked'all for their time, dedication, professionalism and expertise as we moved
forward to hire a new Fire Chief for Bayside Fire Department.
7.BOARD COMMENTS
Richard Carstens .- Hoped that the applicants would be able to talk with the manager about who
was selected before leaving the Island.
Scott Arndt- Wanted to thank Doug Mathers, Jeff Halcomb and Mike Dolph. It would have been
a very difficult process without their assistance. He appreciated their expertise in creating the
tactical presentation and testing for the interviewees. It was helpful in coming to an
understanding going over the questions line by line. It has been the most thorough vetting of a
hire that he has ever been involved in.
Rebecca Nelson — Felt that this was a new chapter that Bayside Fire Department was to begin.
The new Fire Chief was going to be an important part of reenergizing and guiding this
department to the direction that it needed to go. She thanked panel members and Borough Staff
for helping in this process.
8. NEXT MEETING SCHEDULE
Next Regular meeting was scheduled for July 21, 2015 at 6:05 PM at Bayside Fire Department.

ARNDT moved to adjourn the meeting.
