Welcome and Introductions
Duane Dvorak called to order the September 1,2011 LEPC/Emergency Services Quarterly Meeting at
130 p.m.

Recognition of Voting Members
Dvorak stated LEPC members may vote on items. ESO members may also vote but it doesn't count
from a grant standpoint.
Approval of Minutes
Rome Kamai MOVED to approve the March 17,2011 Regular Meeting minutes.

New Business
a. Consideration of Updates and Amendments to the 2005 Kodiak Area Emergency Operations
Plan(Rome Kamai, Chair)
Dvorak stated Kamai gave him the proposed amendments an updates and Dvorak came up with
more items for discussion. The packet is representative of the call out list. It's in 2 places; in volume 2
of the Emergency Operations Plan, and in Appendix C. We still have more phone numbers to get
before this goes to the Emergency Services Council. The first page talks about the activation call out
procedure.There's also the Mass Care Facilities List.Dvorak changed the designation for the alternate
hospital site to East Elementary. Identified 7 years ago were logistical problems with the Main
Elementary designation and we've been pursuing upgrades to the East Elementary to make it suitable
for this purpose. Dvorak also proposes for consideration is the designation of our primary EOC. The
Kodiak Police Department is the primary EOC now. The blank pages will be updated to show the
floor plans.
Rome Kamai stated on Tuesday at 8:30 p.m. we had a readiness drill when our dispatch center was
given instructions to go down the list to establish phone contact with folks.The purpose was to verify
numbers and we asked the question "Are you able to respond to the Emergency Operations Center in
an hour" which everyone indicated "yes." We consider the drill successful and we plan on doing
more drills in the future.
TC Kamai MOVED to recommend approval to the Emergency Services Council these revisions.

Dvorak updated the committee and ESO of the filled positions.
b. Nomination and Election of LEPC Secretary (Duane Dvorak)
There were no nominations.This item will remain on the agenda until the seat is filled.
Future Business for Discussion
a. Alaska Shield Planning Update(Rome Kamai,LEPC Chair)
Kamai gave an update on the outcome of the planning conference and progress being made stating
the workers have been created, the hospital is taking care of the mass medical surge, and we're
continuing to do training with regard to Incident Command Training to prepare standing up the EOC
for 24 hours moving toward what's going to happen in February.
b. Update on Tsunami Inundation Mapping Project(Duane Dvorak)
Dvorak gave an update on the mapping stating at the June 23rd meeting we were just getting started.
Dvorak said he just got back from annual leave and not much progress was made during that time.
We hope to have this completed by the end of the calendar year. We're trying to make this map as
comprehensive as possible.
Paul Van Dyke stated he would appreciate any comments or suggestions on the proposed working
documents.
Dvorak said once the maps are approved by the Emergency Services Council copies will be made to
hand out, possibly we'll do a mass mailing along with supplying hotels, the airport, and other places
to ensure every household has one.
c. Update on the Point of Dispensing(POD) Plan-Update (Duane Dvorak)
Dvorak gave an update stating the process was started a couple of months ago and we have the

outline of a plan started.The plan is due October 1st and we have a meeting scheduled for next week.
The POD Plan focuses more on designating certain facilities and provides a more complete picture of
how we will dispense vaccinations and oral medications.
d. Table-top Exercise for IMT,in conjunction with annual oil spill drill for BP (Rome Kamai,
LEPC Chair)
Rome Kamai stated this is an opportunity to drill the Incident Management Team. This Tabletop
exercise will last about 11/2 hours and ties in with the discussion point we had a couple of months ago.
The subject matter is a catastrophic oil spill discharge in Prince William Sound that will make its way
to Kodiak. BP will send a liaison to help us.
e. GIS Mapbook project-review and update (Paul VanDyke)
Van Dyke stated we're working on a mapbook to update the existing mapbooks in the urban area and
road system. It will be primarily for the emergency responder emergency management community.
Hopefully, we'll have the final draft before the end of the year to present to the LEPC and publish in
early 2012.
f. HAZUS Review-Phase II update (Bud Cassidy)
Cassidy stated HAZUS is computer simulation software and with the proper input will identify
damages to Kodiak from major earthquakes. It will also be able to estimate economic losses to the
community and damage to docks, roads, and utility systems, and estimate social disruptions and
casualties. It's a pretty sophisticated program and will help us in developing our response plan and
recovery plans after an event occurs.
g. Avian Flu Warning-United Nations news item (Tom Trosvig)
Dvorak said Trosvig isn't here today but it's self-explanatory. H5N1 is considered to be the worst case
scenario for influenza.There are indicators it's prevalent in areas that have a lot of poultry.
h. ICS Training Update (Rome Kamai,LEPC Chair)
Kamai gave an update on the upcoming training courses; the ICS 400 course, the November position
specific training provided by the State Department of Military Affairs, the G775 class, and the ability
to hold the ICS 300&400 Iocally. Kamai reminded everyone that private industry training is available
on the FEMA website.
Dvorak stated he's been working with Dan Belanger planning Responder Ready classes on September
121h which will be advertised in the paper in a week or so.
i. Kodiak Area Maritime Security Meeting,13 OCT 11 in the KFRC Large Meeting Room,1:30PM
(Matthew Zinn)
Dvorak said we had a meeting on June 2ni1. Mat Zinn wasn't able to be here today but asked Dvorak
to mention the Maritime Security meeting is on October 13th in the KFRC large meeting room at 1:30
p.m.It's mainly for transporters and people who work along the waterfront.
j. September-NationaI Preparedness Month (Rome Kamai,LEPC Chair)
Dvorak said he put some general info in about preparedness suggestions.
Bob Tucker gave an update regarding the East Elementary Generator Project stating we're making
progress. He expects the generator to be operational probably sometime this winter or spring.The
project will not be completed until August next summer after the generator room and boiler room are
connected to the main building.

Dvorak gave a brief update of these meetings and stated there is one opening left for an LEPC
member to attend the weeklong conference.
